A meeting of the Planning & Zoning for the City of Rexburg, i~adison County, held March 27.

Bob Purrington reviewed the minutes of February 28,'1985, a motion was made by
Dan Hess and seconded by Gerald Taylor to approve the minutes. A11 Aye
Tim and Verna Taylor was at the meeting to request a'Zone Change on the property on
the west side of Park Street to put in a trailer court. The commettee told them they
would have to have two paved roads and they could not use the road going through the
Church property. Jim Keller checked the Comperhensive Plan and found that it was designated
to be Rl property even though it had been zoned R2. Th'ere would have to be a hearing to
change the Comperhensive Plan before there could be a hearing to change the zone. They
said they had not purchased the property yet. Jim Keller told them that the water and
sewer line would have to be extended and put in correctly,. they would have to put in
curb, gutter, sidewalks, and paved streets. They would have to maintain the street as a
private street unless they were dedicated to the city. They would have. to have a laundry,
~ park, and open space according to the ordinance. If they did not put a laundry in and
>verything in that the trailer ordinance calls for they would have to get a variance and
that would be another hearing. Gerald Taylor told them it would save time if they checked
with the adjoining property owners and especially the church. Tim Taylor said they did
have another sight they were looking at by Porter Printing and ask if they would be able to
hook onto the sewer. Glen Pond told him there wouldn't be a problem if they wanted to
pay the cost. Bob Purrington thanked them for coming and told them they would make a
recommendation to the city council.
Steve Clark was at the meeting to discuss putting 4 four plex apartments on the property
at 143 South 1st East. They were going to put in five four plex but found they didn't
have enough property. The commettee discussed if there was enough property to put in
4 four Alex apartments on the property without getting a variance. There was a question
after reading the zoning ordinance. Jim Keller advised i4r. Clark to talk to the City
Attorney and get an interpetation of the amount of property needed. The commettee
told him that if the attorney said there was enough property and he had the right
set backs and parking he could go ahead and put them on the property. If there was not
enough property he would need to go to the city council and request a variance. The
commettee felt there was,no problem in letting him put the four plex apartments on the
property if it did not have a congested look from the street and that he had the
proper access roads, proper rear, side, and back yard.
Linda Eames was at the meeting to discuss putting condominiums at 250 North 3rd East.
She showed a model of the arrangement of the condominiums. She had talked to Nile
Brown about the set backs. They would be duplex apartments, with a fire wall and
each unit would have 1056 sq. ft. Jim Keller told her she would have to build the
condominiums according to the sub-division ordinance, which has a section in it pertainin~~
condominiums. He told her she would have to maintain the street, have a place for the
garbage receptical, and a place for mail boxes. The street-would not bebig enough for
a fire truck to turn around, and the fire department would have to okay it if they had
to back up out of the street and could not turn around.
ors Eames said they would pay condominium dues for upkeep and maintenance. There was
a question on which would be legally the back and side yard. The commettee ask her to
talk to i~ary Smith to get her interpetation on which would be the back and side yard,
-~d to pick up a Sub Division ordinance and read the part on condominiums and comply
~th the regulations.
Linda Eames also ask about the property on 2nd West and 5th South which is zoned commercial.
It is straight up from Targhee Chalet. She suggested that there is a need for some
reasonable priced lots in Rexburg. She would like to see it divided up and sold for lots.
Jim Keller told her the owners would have to put in a sewer line and curb and gutter and
paving. In the comperhensive plan it shows it to be Rl, there would have to a public
hearing to down zone the peoperty if they wanted it to be R2 or R3. She ask about
putting it on an LID for the improvements and was told to talk to the mayor.
The commettee again discussed the Trailer Court that Tim and Verna Taylor requested.
Since the comperhensive plan shows it to be Rl and it is now R2, and the fact that they
can put the trailer court in north of town a motion was made by Jim Keller and
seconded by Dan Ness to recommend to the city council to deny the request for the zone change
to put the trailer court in at the end of Park Street and stay with the comprehensive plan.
