Present were the following: Chairman: Members of the Board Council Member: Also Present: Chuck Frost Bob Purrington Chuck Porter Chris Mix Glen Pond Dan Hess Greg Newkirk from ECIPDA Chuck Frost reviewed the minutes of September 26 and made a motion the minutes be approved as read. Chuck Frost recommended that the City approach Mrs. Francis Wright about her oarking problem. Chuck also recommended that there be a follow up on Madison Hospital to see what is being done on their employee parking. Purrington.'; made a motion that the request for a trailer behind the Chapparrell Apartments be denied. Seconded by Chuck Porter. All Aye. • Chuck Frost said he had had an inquiry into putting an R.V Park at 4th S. and 5th W. He said he told them it could go in there in a commercial zone as long as they followed the Ordinance`: on R. V. Parks and Mobile Homes that is currently on the books. Chuck Frost introduced Greg Newkirk from ECIPDA. He had agreed to come to the meeting and discuss the Zoning Ordinances. Chuck told him that the City has the old zoning ordinance and then they have the proposed ordinance that was given to us about six years ago,.when the Master Plan for the City was adopted but we have not adopted the new zoning ordinance. The Planning Board is trying to decide whether to revise the old one or take the new one and re-write it to our own special needs and adopt that. He told Mr. Newkirk that the board would appreciate any thoughts he had on this. Mr. Newkirk said the language in the proposed ordinance was very vague, with a lack of understanding. He felt it would require a tremendous amount of work to make 1t feasable. He feels the ordinance should be made more clear so that any one reading it could understand ,just what is required from them. He said that after reviewing the existing ordihance, he felt that with a number of minor changes and some additions because of the changes in zoning laws, that it would work out fine. Mr. Newkirk suggested that there be an architectural review board established in connection ,with the Planning & Zoning Board. Chuck Porter asked if ECIPDA was funded to help cities on this sort of thing. Mr. Newkirk said they were not but that he had told the Mayor he would be glad to, on his own time, to work with the Planning & Zoning Board on the revising of .the Ordinance, if they decided to do this. It was suggested that the Board ask the Mayor to appoint Mr. Newkirk a member at large of the Planning & Zoning Board. Chuck Porter made a motion that the board work at revising the existing ordinance and that we ask the Mayor if Greg can be made a member at large, to assist the board in doing it. Seconded by Bob Purrington. All Aye. °~lr. Newkirk said he could have a rough draft for the board to look at at their next meeting. Next meeting to be held on Nov. 28. Chris Mix made a motion to adjourn. All Aye.
