Present were the following: Chairman: Chuc k Fros t Board Members City Clerk Kris Mix Bob Farrington Rose Bagley Chuck Frost revie~,Ned the minutes andmade a recommendation to accept the minutes. Chuck Frost showed the members of the board a petition that had been circulated by a city employee for Qavid G. Sevy of 169 North 5th West. He wishes to build a building for the purpose of using .it to refinisti instruments. There were two choices: one was that he be granted a Special Use Permit, and the other one was that it be Re-zoned from R2 to Commercial Zone. All the neighbors within 300 feet of the property said yes they would agree to him having a Special Use Permit. A motion was made by Kris Mix and seconded by Bob Purring ton to recommend to the city council that he be issued a Special Use Permit with the following conditions. 1. That the building be set behind the line of residential buildings that are already there, or in line with the residential buildings.. 2. That it be for his use only and if he sells the property it reverts back to residential. 3. That it be for only musical repair shop. 4. That if he puts up a sign it be put on the building only and not detract from the neighborhood. Telephone poll was as follows: Jim Keller Nay Mary Lee Hill Aye Gerald Taylor Aye The Committee suggested that we~~possibly need a sign ordinance. Gene Palmer was at the meeting to show the committee a proposal to expand his trailer court. He proposed to expand the court onto the ground he presently was farming. He said he had people on a waiting list to get in the trailer court. The streets will remain his unless he can get the city to accept them. They will be 40" streets. He would have roll back curb and gutter. There will be no drainage problem. The. Barney Dairy Road acts as a dike. The lift stations will handle the proposed new area. There will be underground utilities. There will be a 5" main which will be according to fire code for a fire hydrant. He would put a chain link fince around it when it is finished. The lots are large enough to allow for off street parking. Two lots of the prooerty is annexed the balance of the property will have to ba annexed. The committee told him that he wouuld ha<>+~ to get the legal work done and legal description and .come bac'< to the next meeting to request the property be annexed. He said that would make it too late. Mayor Porter was at the meeting and suggested that he present it direct to the City Council. Kris Mix recommended that he expidite it and put the external dimensions on the plat drawing and take it direct to the council with the recommendati~~n -ghat the property be annexed and Zoned R3 and t.^en the council could consider it from there. Mayor Porter told the committee that Mrs. Francis Wright had been in to see him. She has had a problem for some time because she does not have enough parking at her apartments at 23 East 2nd South. She wants to take out part of her front lawn ar7d put in a circular driveway which will increase her parking to 1 or 2. The ordinance says they have to have off street parking. The committee felt that they should look at it before the next meeting to make a decision. The mayor told the committee he would like to see them make a recommendation that all businesses have to finish and blacktop their parking area around their building within one year after they start construction. -The committee felt that was a goad idea and would make a recommendation to .the council The mayor said we have had a problem with some of the sub-divisions not putting in sidewalks. He said there was a problem in the Randall Addition. Some of the property owners had not put in sidewalk and-the other property owners were upset. In the r~tective covenants of that addition it states they have to have sidewalks. The Planning & Zoning felt that the city should enforce the requirements of sidewalks.
