Present were the following: ' Chairman: Chuck Frost Members of Board: Chuck Porter `Dan Hess Bob Purrington Mary Zee Hill Chris Mix Jim Keller Glen Pond Also Present: Rose Bagley, City Clerk A moiton was made by Bob Purrington and seconded by Dan Hess to approve the minutes of January 25. All Aye Carl Honoskie and Bob Farmsworth was at the meeting to present a Preliminary Master Plan for °'Eagles Nest". It is boardered by 4th East and 6th East. It would consist of 62 condominium units, they would be in clusters in as many as twelve and as few as one. They would all be individually owned, and be a Plan Unit Development. Mr. Farmsworth explained that 4th South terminates at the edge of the development, and 5th South. goes down z block and terminates at the edge of the development. This PUD would put the condominiums where the streets terminate. The principal issue they wanted ~to discuss was how the Planning and Zoning will respond to a Plan Unit Development. The city ordinance calls for a 60 foot right-of-way within the street. They want to know if they provide a major street through the project and then turn the other streets, into driveway assesses or private drives, if they could have them considered separately without the 60 foot right-a-way, and without the set backs. The second issue is to get a feeling from the Planning and Zoning if they would like to see this type of project in the community.. They would also like any constructive criticism from them based on what they could see on the drawings. Mr. Farmsworth said they would bring the main access road in and tie it to 4th East and 5th East. Dan Hess told him we have dedicated streets on the grid system. Chuck Frost told him he didn't think he would have any great problem with getting approval for changing from the right angle grid system provided there are enough`: arterials to the property and out of the property to get traffic around. One question is where do you pile the snow this is one reason the city has gone to the 60 foot width. The zoning was discussed, it is zoned R1 and PUD's are not allowed. Chuck Frost advised him that he would have to come back and make a formal request for a zone change before he could get the plat approved. The Planning & Zoning would then make a recommendation to the City Council and the council would advertise and proceed with the legal requirements for a public hearing. He also was advised that he would have to pay for the expenses for the public hearing. Chuck Frost told Mr. Farmsworth to bring the plat back at the same time he came back for the request for zone change. The Planning Board discussed the proposed Sub-Division Ordinance and the Proposed Zoning Ordinance that Arlo Nelson, a planner hired by the city, had drawn up in 978. Chuck Frost felt the board should choose a commettee to go through the new Sub-Division Ordinance and compare it with the existing Sub-Division Ordinance and see if there is enough problems with the existing ordinance to make a change. Our existing ordinance does not address Plan Unit Developments or Condominiums and this one does. Chuck said we need to get it in form of an ordinance very quickly. He felt we should :~ concentrate on the Sub-Division ordinance first and then go to the proposed Zoning Ordinance. Jim Keller said in 1980 and 1981 the Planning Board had gone through and modified both the proposed Sub-division Ordinance and the Zoning Ordinance. They had worked with Gary Jeppesen from ECIPDA, and he had written a letter making his recommendations. This was never approved by the City Council. Jim said he would make a copy of these recommendations for all the Board Members. Chuck Frost recommended that they choose a commettee of three to sit down and go through it with the old materials and compare them and see how they feel about it. They could then come back to the Planning and Zoning with the final recommendations summarizing any changes. Chuck Porter felt that everyone should review it and give any input they had. Jim Keller said he would give each one a copy of the letter to review. A commettee of Chuck Frost, Chuck Porter, Mary Lee Hill and Glen Pond from the City Council was chose to be on the commettee. A meeting was scheduled on Feburary 29, 1984, at 7:00 P. M. Jim Keller said they had a word processor at their office which they could put the ordinance on and be able to make any alterations and corrections needed. The commettee discussed re-zoning of the property that Carl Honoskie and Bob Farmsworth want considered. Chris Mix said she saw that area as a "Pure R1". Chuck Frost said the intent of the Rl is single family dwellings, and when that property was annexed to the city and the Preliminary Plan was drawn up that was the intent to maintain that as single family dwellings in Rl with z acre lots. He said if you are going to a PUD, they normally would come under R2. The comprehensive plans shows it as Rl. Jim Keller said they had a battle once before about the property west of the Stake Center, and finally allowed them to put in condominiums, just south of George Stoddard's home. That was re-zoned from Rl to R2, so there is condominiums up there and it would be his suggestion that they stick with that area for condominiums. Mary Lee Hill stated that condominiums are not necessarily like apartments, they are owned and some of them are very beautiful; it is something that is needed in Rexburg. Criuck Frost said 'ne thought we would 'nave to see if he comes back and if he has some strong feeling wanting to push it, they would have to make a vote. They would have to keep in mind the best development for the. city as a whole. Jim Keller said that it had already been decided as a long term plan that 5th South would be an arterial and would go all the way through and also 9th South would be an arterial, as the city grows, so it would be impossible for them to put the PUD in the area they wanted because it~woiald put .where 5th South terminates now. Chuck Frost said he would contact them. A motion was made by Dan Hess and seconded by Chris Mix to adjourn. All Aye.
