A meeting of the Planning & Zoning of the City of Rexburg, Madison County, held
January 25, 1984, at the City Hall.
Present were the following:
Chairman: Chuck Frost
Members of Board: Dan Hess
Gerald Taylor
Chuck Porter
Chris Mix
Glen Pond
Also Present: Rose Bagley,
City Clerk
Minutes of the meeting of December 14 was reviewed. Glen Pond was ask to talk to
the- city council about the problem that had been discussed in that meeting about
fences that have been built right out to the city property without sidewalks along
that street making it necessary for students to walk in the street. A motion was
made by Dan Hess and seconded by .Gerald Taylor to approve the minutes. All Aye.
Glen Pond suggested to the Planning & Zoning that when anyone requests a zone change
or a variance that the people should not go out and contact their neighbors, the
city should do that, because neighbors have a hard time turning down neighbors.
Dana Green of Green and Associates was at the meeting to present a proposal for a
• Shopping Center on South Center "Center Plaza". (copy of preliminary plans and
letter describing proposed facility on file) What he is proposing is a two buil-
ding structure to be built on his property which is zoned commercial. There will
be possibly 12,000 square feet of top space depending on the leases that are yet
to be arranged. The building will be constructed according to the standard codes.
He had checked with the Mayor and Nile Boyle, they had told him since he did pay
on the LID for parking he would be able to use the parking directly across the
street. These parking lots have a total of 105 or 110 parking places. He said
if there were any questions of not enough parking he had arranged with Jim Morris
and Darrell Briggs to park in their property. Chuck Frost told him since he meets
the parking requirements and the zoning there would be no problem. Dan Hess stated
that area has had quite a decline now with Hirsch going out of business, maybe we
need something to start stimulating business in that area.
Chuck Frost discussed the condominium proposal given to the city council by Jim
Meyers for Targhee Chalet on 460 South 2nd West. Mr. Pleyers was to come to the
meeting but the people from back East that were going to buy his property could
not come until the next meeting. The parking was discussed and some other pos-
sible problems. A motion was made by Chuck Porter that the city attorney get
some copies of model condominium ordinances from Idaho Falls and other cities
and also the requirements from the state so the Planning and Zoning Board can
read and discuss drafting an ordinance at the next meeting. Seconded by Chris Mix.

Dear Proprietor:
We are pleased to announce the planned opening of a new
elite mall in downtown Rexburg. CENTER PLAZA will be located
on South center street between mainstreet and Ricks College,
with the Post Office and the two theatres located within one
hundred Yards. Across Center Street is a group of retail
stores that will add to the traffic coming to the area. We
estimate that the waliC-through traffic will be considerable
because of the closeness of Ricks College and because this
general area comprises the major entertainment area of the
city of Rexburg. Enclosed is a map of the city of Rexburg
which shows the location of this mall in relation to the city
and Ricks College.
The mall will consist of two buildings, the first one
thirty-six feet in depth and one hundred thirty feet long,
the other thirty-six feet deep and one hundred and eighty
feet long. The major construction materials will be
cinderblock with an attractive facing material. They will
face each other through a court-yard of thirty feet in width
with planters having trees and shrubs and designed with
benches for external seating. This court.-yard will be lighted
at might with attractive lamp posts. The entire court-yard
will have an attractive design of aggregated concret laced
throughout the concret walKways. ParKing will be provided at
the East end and at the !.Jest end there are two public parking
lots located within fifty yards.
The construction of this mall will begin in the spring
of 19£4 and estimated completion will be 120 days from start.
The size of the retail stores will range from 2000 sq.ft. to
600 sq.ft. with extra storage available in a basement area.
These factors depend upon the ieasee's needs. Lease's will be
a minimun of 10 years with better rates for- those who lease
for 20 years or more.
