All Aye. •. rlr. & Mrs. Louis Hart and Mr. & Lars. Phillip Nye came to the meeting with. a petition from property owners on that block to request the Re-zoning of Block 18 from R2 to Rl from the canal on north except the medical center and trailers. Louis Hart acted as spokesman for the group. He said the primary reason for wanting the zone change was to prevent more trailers from being moved in and more apartment houses from being built, and keep it residential. Chris Mix asked what % of the block is absentee ownership and did not sign the petition. P1r. Hart told her Ted Garner owns most of the block but not frontage. LIr. Garner caas not contacted for the petition. Jim Keller said he did not think that Garners would want to do~,m zone his property. The Planning Board reviewed the Master Plan. ``m Keller said it showed it was zoned and calls for High Density. up that way for rtments. Jim Keller said we would have to change the Master Plan through a hearing ~ess first before it could be re•-zoned, and then go back and change the zoning. !~ motion was made by Jim Keller to proceed through the land use -plan to re-zone block 18 from R2 to R1 and if there are some property owners on that block who do not approve that we proceed on the basis to re-zone the property of those property owners that approve, just as long as we don't have one lot that says yes and another lot that says no, that it would have to be consistent. Seconded by Chris ~1ix. All Aye. Linda Eames was at the council meeting to request putting a Day Care Center and Pre-School at 106 East 1st South. She said she and Chuck Frost had gone over the Zoning ordinance and that this type of a Day Care and Pre-School would be allowed in the R2 Zoning. She had. already met with the City Council about it and given thera a petition that was signed by everyone within 300 feet of the property. The City Council had referred it to the Planning and Zoning with the only problem being that she did not have enough off-street parking. The council had told her to go over to the D.I. to see if they would let her use their parking,. but she was not able to get their permission. Mr. Pl.~~rrington told her the ordinance called for 1. parking place for each 3 employees, plus 1 for each 300 square feet of floor space. The ordinance says they need 100 square feet of space for each child, but it doesn't say if it is inside or outside, and she had that. Mrs. Seeley who lives across the .street told Linda they could park there. She said they would never have more than three employees plus aids from the college, who would walk. Chris Mix asked about the neighbors to the East, who are .all elderly, Linda said they had all signed the petition. Linda would have three off-street parking places in her driveway. A motion was made by Dan lless and seconded by Mary Lee Hill to approve the property for the y care center if she could get the required off-street parking. A11 Aye. ~~tion was made by Jim Keller and Seconded by Mary Lee Hill to recommend a hearing for a variance on the Parking if she was not able to get the necessary parking. A11 Aye. The planning board recommended that Linda try to find five off-street parking places within the block and supply a contract to the city for the parking. It was suggested that the employees park in those parking places and save the three spots she had in the driveway for the customers. Chris Mix questioned the parking at the Crandall and Workman building. She had looked at the property when it was being staked out and it did not look like there was enough room for even a drive through. She said she understood that they had enlarged their building plans to include a physical therapy unit. She is concerned about more employees ~nd more square footage. The Planning and Zoning and City Council had previously approved parking with extra parking from the county, in front of the old hospital. The rest of the Planning Board was concerned if the set backs for the building were the required footage. Chris 1.1ix was not in agreement with the original decision of the parking from the county because of the danger of pedestrian traffic. She suggested that this facility would be direct conflict of interest with Madison Memorial Hospital. .Chris Mix said she would talk to the mayor and express their concern about the .set backs and request that they be checked . to make sure they are in compliance, L'ob Purrington said CarolArd from the l:eal~Estate Office had to llced to the City Clerk bout re-zoning to conmlercial the property at 426 West Main owned by Verlon Lowder and 0 West Main otaned by Bob Chapple, They will probably be at the next meeting to make ~iis request and asked the Planning Board to look at it. Bob Purrinbton said there was one more item that the Mayor wanted him to discuss; the problem oi= fences. Right now you can't put a fence in front of your property. There are a few areas where there is high traffic or a canal and it creates a problem. It was decided that these should be considered on a one by one basis and possibly granting a variance if it did seem necessary. A motion was made by Mary Lee Hill and seconded by Dan Mess to adjourn.
