A meeting of the Planning and Toning Committee for the City of Rexburg,
I~Sadison County, held Y-larch 23, 1983, at the City Hall.
Present were the following: Vice Chairman: Bob Purrington
Councilman: Glen Pond
Committee: Jim Keller
Dan Hess
Chris Mix
A motion was made by Dan Hess and seconded by Jim Keller to approve the
minutes of February 23, 1983, All Aye

Clinton Parkinson, owner of_ Cameron ?Jest Apartments at 75 North 5th West,
was at the meeting. He said he has 5 four-plex in the apartment complex
now and has vacant lots for three more, and he wants to complete the project.
There would be no zoning problem with the apartments,. he said. He was
requesting to build two garages on the east end of the two buildings he
has now, for storage for yard equipment to get them off the street. He
was applying for a variance to build out to his actual property line; it
would still be 25 feet from the building itself to the curb, (drawing
attached) He explained that apartment 3,5,6,7, anal 8 are built now and
he would like to complete 1,2,4 if he can get the financing by the end of
the summer; he would be-able to build building number 4 anyway. He had a
petition he had some of the neighbors sign that had okayed it. The garage
would be 20 ft. Fe was asked if he built the garages, if they would be in
line with the Douses along there; he said most of the houses are built ba~
farther. Jim Keller asked him about the parking, he said he had 5 parkin
spaces per each four-plex in the existing parking lot. Jim Keller told
him that the Zoning Ordinance states that variances are usually to be granted
in cases of hardship, and asked him what his reason for the hardship was.
Clinton said he would like to have a place to store his equipment. Jim
said that variances should be granted sparingly. Glen Pond said he was
sure the council would want to go down and look at the property, and would
probably consider that fact that if a variance was granted what would
happen with all the vacant lots if they are developed and what kind of a
variance are they going to seek. The board felt they would like to look
at the area and get the opinion of the property owners within 300 feet
sought out by someone from the city. Bob Purrington proposed that they
would delay their decision until the Planning & Zoning and the City Council
studies this a little further and we find out just low the property owners
feel with regards to this variance, and we get an opinion from the council.
Jim Keller suggested that they have a telephone poll after they get the
needed information.
Blair Planwaring and Dave Benton were at the meeting to present a plat of
Division Three of Valley View Estates. They had widened South 2nd East
Street to 100 foot right-a-way. It would consist of all the lots starting
at 14 South going North up to the Water Tower on the east side of the
street. Orginally they had it zoned for condominiums which still appears
on the plat, but there is more interest in the nicer single family homes.
The plat will consist of all the lots on the north. side of Fairview, and
the lots on the east side. It would he called Division Number Three of tt~
Valley View Estates. The lots would have a minimum of 120 feet of frontag ,

there would be 3/4 acre in each lot, but some people are interested in
~uying two lots. They are proposing to pick up the sewer, they said the
city has agreed to put in a lift station. There are eight lots that will
be low cost. Jim Keller asked w'nat they taould do with the drainage.
Mr. Benton said t'aey would like to terrace as much as they could to keep
it on sight. Jim Keller said the City does not have any drainage ordinance
protection, but he wondered if serious consideration should be given to
putting some detention in for the drainage, so it didn't go down into the
neighbors. Blair Manwaring said there is a natural drainage that goes down
the one street and through Bi.11 K1inglers and then into the canal.
P~[r. Benton said he would present the plat to the city engineer with the
necessary detailed drawings on water and sewer for approval. Blair
P[anwaring said the preliminary plat was approved about lz years ago,
except for the change in the size of some 'of the lots, and the widenir_g
of the of 2nd East to 100 ft. so this actually would be an amended plat.
A motion was made by Jim Keller to approve the plat contingent that it
can't be filed until it is staked and so forth. Seconded by Dan lIess.

r1r. Manwaring & Br. Benton were instructed that they let Farrell Davidson
and DeLynn Edstrom review the drawings for sewer and water before they get
the final approval from the Council. It would be good if Farrell and
DeLyn.n could comment on it before the council rneeting.
A motion was made by Jim Keller and seconded by Mary Lee Hill to adjourn.
