Those present: Chuck Frost, Chairman
Glen Pond
Bob Purrington
Charles Cole
Mary Lee Hill
Leonard Longhurst
Ken Burt from Rexburg Heights was also in attendance.
Chuck called the meeting to order. He told the_Comrlission that there were three
subjects that needed to be gone over. Rexburg L~eights Annexation, a complaint
from the people on College Ave., and a traffic problem at 1st N. and 2nd L~J.
Chuck reviewed the Sub-Division ordinance with the Connnission as to what would be
required for annexing, such as Police; I'1ot Plan,. whether curb and gutter required,
snow removal, street lighting, sewer.
Ken Burt asked if the requirement for curb and gutter cculd be waived if most
of the people did not want them. Mary Lee Hill said she felt Rexburg Heights
is a different situation as far as curb and gutter and if the people want to have
curb and gutter at a later date, it would have to be at their own expense, with
an LID.
Ken Burt said he visited with 29 home owners and that all but two were in •
favor of annexation. They are all concerned about taxes going up. He said that
the drop in City water expense would partially compensate for the taxes.
Chuck reviewed the protective covenants concerning animals in the-area. Ken
Burt said 80% of the people want to keep animals or be able to have them.
Chucl: said that could probably be covered by a grandfather clause; leave animals
that are there but not add anymore. ICen 3'tzrt said alot of people do not have
animals but would like to, most people bought up there with the idea that they
.could have them. He feels if the city tries to annex with the grandfather clause,
that their will be opposition, but he feels that annexing is inevitable.
Recommendations made by the Commission to be passed on to the City Council.
Have a detailed final plat of the Sub-Division as constructed, Tliis should be
available from the County.
That the City not do the snow removal for one year after annexation, leave it with
the County.
Police, should be no problem, but check with them.
Garbage, they would pay the same as the people on City garbage now.
Sewer; an LID to complete it and the city to assume the cost of the main line
extension and the lift station. The LID to include the $200.00 hookup fee.
Street Lighting; If the people want street lighting they would have to check with
the City Council and they would check with Utah Power to have them put on the billing.
Storm drains and curb and gutter to be installed wYlen needed, or when engineering
studies reconmiend it. •
Reduction in water rates to city resident rates.
A Motion was made by Leonard Longhurst that we annex Rexburg Heights with the
recommendations as stated above, seconded by Mary Lee Hill. A11 Aye.

The Commission discussed the problem on College Avenue. Chuck has received calls
about property owners letting their places go, not taking care of there and
causing the devaluation of property around them. Chuck reported that the College
is going to inspect housing and if they don`t meet the College standards they
will withdraw student housing approval. Chuck feels this is a Health and
Fire problem .and not a Planning & Zoning problem.
The traffic hazard at lst N. & 2nd W. was discussed. Chucl: read a letter from
Daniel C. Thomas of 77 N. 3rd W. Metter attached) Chuck recommended that
certain streets be designated for heavy trucks .and others be off limits except
for delivery trucks, and suggested this problem .be turned over to the City
Councilman that is over traffic problems, Jim Morris.
Charles Cole moved that the meeting adjourn, seconded by Bob Purrington. All Aye.
