9 meeting of the Planning & Zoning Committee for the City. of Rexburg,
Madison County, held May 27, 1981, at the City Ha11.

Chuck Frost called the meeting to order and read the minutes of .the
meeting that was meld on March 23, 1981. The minutes were approved
as read.
Darlene Blackburn, City Councilman, was asked to find out if the city
was going to make a parking lot next to Morris Flowers & Fabric.
Chuck Frost reported that he had met with Mayor Porter and the Mayor
was going to-call a public hearing for the Trailer Overlay to get
the public's input..
The points that need to be stressed in the Trailer Overlay are;
;' (1) The trailers that allowed to be put on private property in the
'~~ designated areas will have to be put on a foundation.
(2) A11 temporary trailers will have to be put in Tr~ile~ Parks..
(3) If an owner .moved out of existing trailers,. they would not be
allowed to rent .the trailers.
It also needs to- be stressed to have something done about 'the
abandoned houses, Chuclc Frost pointed out. Darlene Blackburn told
them that that was being taken care of.
Chuck Frost said that the boundaries that had been set for the-Trailer
Overlay was 5th West, 2nd West and the Railroad track.
9.11 mobile homes set on private lots would be required to comply and
meet all requirements in the Zoning Ordinance, using the same set
backs and sizes of yards that are required for homes.
Jim Flamm stated `that if trailers were allowed to be on property in
some areas it would provide opportunity for the property to be
cleaned up and taken care of, because there would not be enough room
for a house to be built.
Bob Purringtom asked the prupose for .not renting trailers. Chuck Frost
explained that there was a lot of HUD trailers that owners had
moved out of and were now being rented and not kept up. If a nice
trailer is put on a foundation and the yard has been landscaped like
a house it could be rented. If-the trailer is not in compliance it
could not be left on the property.

• Chuck Frost explained that all trailers in the Trailer Overlay
would have to be permanent and set on foundations or G~aould be considered
temporary and have to be moved to a trailer nark, A minimum lot
is 60 foot.
Chuck Frost said that as soon as the Public Hearing date is set,
that the Planning Board would be notified so that they could attend.

Chuck Frost said that dike May had approached the County Planning and
Zoning. He had requested to build an Auto Grecking Yard, The county
is not zoned, therefore, he would be allowed to build it anywhere in
the county, ho~oever, if the Wrecking Yard is within a mile of the
City it would have to be adjacent to a Heavy Industrial Zone. He
will need 20 acres to build the yard. I-f the Committee did not
have any objection he would tell Dick Davis of the County Planning
and Zoning that they would allow the Wrecking Yard to be adjacent to
an Industrial Zone, and it would not be allowed adjacent to a Residential
Zone.
Leonard Lo:Zghurst said that all of the vacant lots around the city
look pretty bad. He thought that they should recommend to the city
council to enforce the ordinance and get the lots cleaned up. A
motion was made by Leonard Longhurst to recommend to the council to
have the police make a survey of all the unkept vacant lots and
then write letters requiring them to be cleaned up. Seconded by
glary Lee I3i11. All .Aye.
A motion was made by Bob Purrington and seconded by Charles Cole to
adjourn. A11 Aye.
