HomeMy WebLinkAboutP&Z MINUTES FEBRUARY 27, 1980APPROVED AS READ 25 Mar 80 MINUTES Or REXBURG CITY PLANNING AND ZONING COMMITTEE • Present: Alice Tout Jim Keller Jim Flamm Dan Hess Gale Weber Norris Reese, City Councilman Meeting called to order 27 Februar~,~ 1980 by Jim Keller at 7:35 p.m. Minutes of 23 January 1980 read as amended. 01d Business: Held-over-itmes: 1. City Councilman, Norris Reese, stated that the county was not interested in adopting the comprehensive plan, especially the zoning part, so the City will. deal with the impact area as needed. 2. Dan and Leonard still on agenda - need report on instruction booklet for educating people on new building plans. New Business: 1. Jim Keller informed Board that Phil Choate of ECIPTA would be willing to meet with Board on the new proposed sub-division and zoning ordinances prior to being adopted. Jim Keller further assigned each member of the Board to get Jim a list of comments on the proposed new zoning ordinance so Gary Jeppson could help draft up the implementation of the suggestions for the next Planning and Zoning meeting. 2. Reed Larson had earlier asked the City Council for some type of zoning that would allow him to develop an area south of the City Golf Course and in the city limits where horses could be kept. It was suggested that if he is still interested in pursuing that proposal, he should submit a plan designating the area involved, with a list of those who would want it in the area. Also, the property owners should be contacted in the surrounding area. 3. Roger Harris was present representing the Golden Valley Development, to further discuss the proposed development of Silverwood Tlobile Home Estates (on 100 South between 400 6~est and railroad tracks.) According to the zoning ordinance, a trailer park connot be developed on less than 2 acres and a laundry facility must be provided for residents of park. Mr. Harris' property is only 1.76 acres and he wants a vaiance of the land requirement as well as the required laundry facility. He presented the lease form to be used by renters also. He intends to put a dumpster for garbage along 1st South and he agreed to have Lot ik8 as a storage area though he questioned its necessity. Harris said the City was libel to move the fire hydrant so he could straighten entrance into the mobile home park. • Minutes of Planning-and Zoning Committee 27 February 1980 • Page 2 Dan Hess made a motion to ask the City Council to schedule a hearing on the two variance requests (land requirement and required laundry facility) before the Board grants approval of the submitted preliminary platt. Alice Tout seconded - passed unanimously. P1r. Harris agreed to .have 11 lots instead of proposed 12, to have a storage area on lot 8 and have fencing to obscure and enclose the dumpster. 'T'he Board suggested he talk with Jerry on the moving of the fire hydrant. The Board did agree that any development of the land would upgrade the area. (Drawings attached) 4. i1r. Manwaring and 1~1r. Benton were present to request approval on a final platt for Division ~~l of Heritage Estates, a preliminary platt of Division ik2 of Heritage ;Estates and preliminary approval of the routing of streets and sewer through Valley View Estates, Rexburg Heights. (Sheets 1 of- 2). On final platt for Division ill of Heritage Estates, Mr. Benton agreed that sewer easement would be placed out in road and power easements in back. He proposed sewer siphons for few lots in Division ~kl with a flush manhole out on Pole Line Road, Motions for approvals were as follows: Final: Heritage Estates Division ~~l - Made by Jim Flamm, seconded by Dan Hess, passed unanimously. Made by Gale Weber, Alice Tout seconded, passed unanimou-sly, Preliminary: Routing of street and sewer through Valley View Estates (red area on Sheet 1 of 2) with stipulation Benton adjust water line Dan made motion, Jim Flamm seconded, passed unanimously. 5.. Jim Keller informed t'ne Board the Mayor gave approval for Planning Board to have help from Nancy Odison from Clerk's. Office to help enforce the use of the new check list for preliminary platt and plot plans which Jim Kleller will train her how to fill out. 6. Elsie Johnson and Den Dopt from St. Anthony were present to ask questions about the procedures snd ideas for requesting and getting overlay zones, allowing horses in city limits.
