Minutes of 24 October 1979 were read and approved. Old Business - Hold-over Items (Hold Over) 1, Jim Flamm volunteered to contact the County Commissioners about adoption of the Madison County-Rexburg'Comprehensive Plan. (Held Over) 2, Discussed whether to urge adoption of proposed zoning ordinances and sub-division ordinances. Dan and Leonard to complete instsxzction booklet for educating people on new building plans. 3, Jim Keller to submit forms for approval of preliminary building plot plan to the City Council. New forms to be used for sub-divisions to be reviewed tonight. • New Business: 1, Dean Picks presented a sub-division of 124 building lots on 34 acres on property north of Millhollow Meadows Mobile Home Court. This will be joint venture between Gene Palmer and Dean Ricks. The County Commissioners are committed to construct the Barney Dairy P.oad to U,S. Highway 26 via 3rd North, 3rd East, and 4th North. Mr. Ricks ~oould like to annex the property to Rexburg City with an P.-2 zone. Sidewalks, curb and gutter, sewer lines, water lines will be part of proposed sub-division. A preliminary platt will be presented for the Ricks-Palmer Sub-division. 2~Zoved by Whitey Brock, seconded by Alice Tout that the property be annexed to Rexburg, Unanimous. 2. (Discussed in City Council) Planning & Zoning reconunends that all new construction be charged a realistic connection fee for sewer and water. 6~ith the large number of sub-division lots planned, capital construction money must be accumulated by user connection fees in order to pay for re~{uired new facilities. The current connection fees do not accumulate sufficient capital money. 3. A petition from concerned neighbors near Sherwood Hills Sub-division was presented (copy attached), They are concerned about less than 60' frontage and a lack of recorded restrictive covenants, P4oved by Dan Hess, seconded by Leonard Longhurst, passed unanimous: a. That Cul-de-sac lots be charged to have 60' frontage. b. That restrictive covenants be approved and filed prior to approval of final platt. c. A discussion of Gene Dunn's proposal to join two homes into a duplex by adding a common carport. loved by Jim Flamm, seconded by Chuck Frost that NIr. Dunn's four-plex proposal be denied because in our option-joining two housed with a carport does not create a four-p1ex. 5 in favor, 1 abstain. 5. Moved by Alice Tout and seconded by Jim Flamm that the City Council Committee have two annexation meetings each year-in the February and July meetings unless by special re4uest. Unanimous.
