HomeMy WebLinkAboutP&Z MINUTES MARCH 8, 1978 MINUTES OF THE REXBURG CITY • PLANNING AND ZONING COMMISSION Present: Bob Purrington, Vice Chairman Jim Morris, City Council Whitey Brock Alice Tout Gale Weber Chuck Frost Meeting held March 8 , 19 7 8 , at the City Council Chambers , City of Rexburg . Meeting called to order at 7:'35 p.m. by Vice Chairman; Bob Purrington. Minutes of the last meeting were not available and were not read. New Business: 1 . Discussed the approval procedure which should be followed for new sub- division platts , new multi-unit dwellings and new commercial properties . There has been a problem in the past with the Planning and Zoning Commission and the City Council being approached by property owners at the last minute to approve plans . Unfortunately, the last minute request does not give the Planning and Zoning Commission or the City Council time to adequately review the proposals to see if they meet all applicable city requirements . After the discussion of ways to resolve this problem, the following motion • was made by Gale Weber and seconded by Whitey Brock: "Resolved that we follow the sub-division ordinance as outlined in the City codes and that all plans for three or more multi-dwelling .:nits and all commercial developments be submitted to the Planning and Zoning Commission for their approval. This approval will take approximately thirty days and the plans will be signed by the chairman of the Planning and Zoning Commission before submittal to the City Council . " This motion passed unanimously. Councilman Jim Morris of the Rexburg City Council expressed his feeling that this procedure would make the planning process for Rexburg City much more orderly and easier to serve the public. 2 . Discussed a request by Kent Vernon and Don Packer to re-zone property at Third South and Second East from R-1 to R-2 in order to build a tri-plex unit. A careful search of the planning and zoning ordinance showed that a tri-plex cannot be built in a R-1 area . Since their request was for a tri-plex unit , the property must be re-zoned to an R-2 classification. Chuck Frost will notify Kent Vernon of the change in this zoning . 3. Discussed the Medical Center Project which was rejected. This project was proposed for Mill-Hollow Drive immediately east of the Madison County Hospital. There were several lessons which the Planning and Zoning Commis- sion learned from the controversy surrounding this issue: 1_ . A member of the Planning and Zoning Commission should always be • present at any City Council hearing where such zoning requests will be heard . R-` r?' • -2- 2 . The Planning and Zoning Commission should be careful that a referral of a controversial issue to the City Council for a public hearing not be construed as approval by the Planning and Zoning Commission . 4. Discussed the lack of construction progress in the Mill Hollow mobile- home park. The Owner promised that Phase 1 would include 35 lots and a strip park around the peripheral as well as part of a park on the eastern portion of the property. There would also be curbs and gutters and paved streets accomplished during the first year. To date, nothing has been done on any of these developments. City Councilman, Jim Morris, will contact the Owner, Gene Palmer, to find out his planned construction schedule and report the findings back to the City Council and to the Planning and Zoning Commission.
