PLANNING AND ZONING COMMTSSION

TMieeting held February 8, 1978, at the City Council Chambers -
City of Rexburg. Meeting called to order at 7:35 p.m. by
Jim Keller, Chairman.
Minutes of the previous meeting were read and approved by
Leonard Longhurst.
Action Item for City Council
Have a City Councilman present at planning and zoning
commission meetings, also have the City Building Inspector
present at all Board meetings.
New Business
Brian Burke, Engineer from Forsgren Perkins met with the
Board to discuss the plat of the Deloy kTard addition located
South West of Rexburg.
Mr. Burke also discussed a proposed phan for a P.U.D. on
the ~Zelvin Cook property located on South 5th West and
fj,, South of Park Street addition. Century 21 Compass Realty Co.
is the developer.
Lee Boyle, chairman of the Madison County Fair Board and
Clair Boyle, Fair Board T~Iember met with the Board in regards
%'to the closing of Norht 5th West street by the West side
~` of the fair grounds. The proposal was tabled for later
consideration.
Gary Owens, Rexburg Fire Chief and David Godfrey, fireman,
met with the Board and discussed building set back from the
property lines, fire codes and etc.
Alice Tout was given the assignment to locate the city fire
code map.
A motion was made by Gale Weber that all future plats be
reviewed and approved by the Fire Department, Water & Sewer
Department and the City Public Works Director.
Motion was seconded by Alice Tout, Voting was unanimous.
An assignment was given to Chuck Frost to flow chart plot
plans and additions for approvals.

• Deloy Ward met with the Board and reviewed his plans for
the De1oy Ward addition. A motion was made by Wood Miller
to approve the preliminary plot o.f the Ward addition..
Seconded by Leonard Longhurst. Voting was unanimous.
The Century °'21" addition was discussed. A motion was made
by Gale Weber to hold a hearing to annex said property.
Seconded by Robert Purrington. Voting was unanimous.
A motion was made by Leonard Longhurst that we hold a
public hearing to the .closing of the street by the Fair
grounds. Motion was seconded by Gale Weber. The motion
failed to pass.

A motion was made by Robert Purrington recommending to
the City Council that the street be closed on a temporary
basis for a five year period with a review for further action
at the end of the five year period.
A suggestion was made by Gale Weber to have published in
the local newspaper the action of the Board and to give
the public an opportunity for comments and input.
The Rexburg Comprehensive plan was reviewed. Minor changes
were made and will be referred to the City Council for
their study and approval.
Gale Weber stated she had received many telephone calls in
opposition to the proposed medical building plans of Mill
Hollow Drive.
