Meeting held January 11, 1978, at the City Council Chambers - City of Rexburg.
Meeting called to order at 7:35 p.m. by Chairman, Jim Keller.
Minutes of the previous meeting were read and approved as amended.
The following items should be left on the minutes fromt he previous meeting:
1. Leonard Longhurst to invite the Fire Chief to the next regular meeting
for a discussion of 20-foot-set-backs op the rear of building lots and
the necessity of fire access.
2. Alice Toute to check with the City Attorney on the acquired access to
the Wally Robison PUD.
3. Rexburg City Council to schedule a hearing for re-zoning of Frank Jenkin's
property from P.-2 to P~-3 so that he can build an eight-plex unit.
A request is made to the City Council so that they will notify the Planning
and Zoning Commission when they over-turn decisions made by the P1ann.ing
and. Zoning Commission. Specifically, the City Council over-turned the
decision on the Bob Cureton property and allowed him to construct a sub-
standard unit on sub-standard sized lot. The Planning and Zoning Commission
needs to know when decisions are made by the City Council that over-turn
the zoning recommendations. Such notification would stop embarrassing
situations when the Planning and Zoning Commission approaches a property
owner asking why they are not following the original recommendation.
New Business:- The following items were discussed with decisions reached
during the planning meeting.
1. A request by Gerwin Bowen to re-zone property at 6th South and 5th
West from R-2 to R-3.
Mr. Bowen appeared before the Planning and Zoning Commission with
a request that. his property be re-zoned to R-3. The property now
has th.e Alpine Apartment Complex on it. It is 102' wide and 297'
long. Mr. Bowen plans to add 15 more units of 1000 sq. ft. each,
~: tGao bedrooms each. These units will be built in a three-story
complex with the lot~aer level being half in the ground. He will have
29 parking spaces and would have an exit on the east end of the
property going to 6th South. Moved by Leonard Longhurst and
seconded by Gale Weber, that this property be re-zoned from R-2 to R-3.
The motion passed unanimously.

Action Item for Cites Council - The City Council now needs to pass. on this •
request and if they approve, schedule a zoning-change hearing for
Mr. Bowen.

• 2. A request by Jack Randall about the property immediately east of the
Madison County Hospital to be re-zoned so that he can build a medical
complex.
This request was presented by Roger Hoopes representing Mr. Randall.
He presented the plot plan and a floor plan showing the proposed medical
center complex. The property consists of approximately 73,000 sq, ft.
There would be an entrance onthe east side and an entrance on the west
side. The property is along Millhollow Drive for a space of 394 ft.
with 167 ft. deep on the north property line and 204 ft. deep on the
south property line. The building will consist of 13,000 sq. ft.,
six doctors offices, sixteen exam rooms and various storage supply and
record rooms. There would be 76 parking places palnned on the property.
i4oved by Wood Miller and seconded by Gale Weber that the property be
zoned R-3 with a limited-use permit for a medical center. The requirements
would be one parking unit for each 250;feet of gross square feet in
this center. No retail sales would be allowed on this property. The
vote was six in favor of the motion, one apposed, and one obstaining.
Action Item for City Council - This item will be referred to the City
Council for their discussion. If the City Council approves, a zoning
hearing should then be held where the issue can be discussed .with the
surrounding property owners.
3. Arlo idelson met with the Planning and Zoning Commission to discuss the
policy for the land-use hearings which are scheduled for January 12 and
January 19. The balance of the meeting was concerned with how to
proceed during the hearing phase of the proposed Rexburg City comprehensive
plan.
Assignments were made as follows:
Chuck Frost to check with Mary Smith for her attendance at the Planning
and Zoning hearings.
Nile Brown, the City Building Inspector, needs to check the Boyd Clark
four-plex which is being constructed south of the Rexburg City Post Office.
This four-plex has a single stairway coming our from the units instead
of separate stairways .for the two units on top and the two units below
as required in the R-2 zone. This may be technically a violation of
the zoning requirements.
