~Ir, Nelson's study of. Y`ladiscn County's and Rexburg's Gomprerensive ~~'lan financed
by .a special grant, Besides up-dating the. Comprehensive Plan, zor~i.ng ordinances
for Rexburg and Madison Co„ and sub--divis,i.on ordinances for Fcexburg and N~adi.son
Co, a 1'andscape arrt traffic plan in the core area will be formed, Also capital
improvement for Rexburg and Iu~adison Co, will be studied, as will the City's
Impact Area, Kevin 6~Jatson ~?'a.s, and Forsgren and Perkins will be consulting firms.
The new Planning Handbook for T.ocal Government, specifica111.y CY~apter B, was
discussed, especially the need for the Planni n~* Board to help bring tY:e pl.arni.ng
and ;ordinances. of Rexburg in line with tre state laws effective Jan, 1, 1~3`Tf~.
Maps by Mr. Nelson were displayed and discussed.
It was decided to meet jointly with the Madison County Planning Board on July 27,
1977 if this is agreeable with Chairman Dick Davis.

for-stu.¢~ent housing so she could rent the upstairs studio and also the home
basement to college students, Gnly 2 parking spaces exist now with a possible

Gaffe Weber made a motion to table tYze matter so the beard could study tt_e alter-
natives to renting to students. Alice Tout secended the motion which passed

The Board recommended that the City Council holda hearing to change the R,' propert.~

Frank.Bell
Mr. Bell. asked the Board to allow him to build Conur:ercial Storage s'~ieds for
x•ental purposes on his property on Iot 3 Block 5 in the Old Bell Bigler Addition.
The lard is now zoned R3. The City Grdinance does not refer to zoning requir~ts
for Commercial storage sheds. Wood miller's motion: to table the matter for
further study and legal opinion was seconded by Alice Tout and: unan~~.mousl~T passed
by the Board. Gale `aleber was assigned to make ti?at st~zd~; ,
5. The Board discussed the advertizing by Fielding and. Eames that carports were
now available at the Park Place Conaominiums, The Pcard requested that the-. City
Counc7_ not allow carports to be built at Park Place until a signed lease from
NIr. Art Porter for additional parking spaces be presented to the Planning Poard
along with plans for the carports (drawn. to scale.
6. "The Board was reminded of the Public hearing to be held Aug, 3 at ?;3~ p.m.
regarding the annexation and zoning of NIr, Palmer ° s proposed ivlobi.ie Hcme Park
east of Madison High School.
7. 'Several problems regarding inadequate parking at new and old student housing
developments were discussed. Again Saranessa's additional apartme,:~ts ~,~ere
discussed because of the lack of adequate par~:ing, 'ihe F~oard again requested that
when student housing, apartments, and condominium.. developers ask for a building
permit, they be asked to appear before the `Planning ?~oard so that adequate parking,
` etc. can be discussed and required, `
g. The earlier request of Tars. Wright's regarding students renting in the old Erown's
studio was denied. The vote was unanimous based upon lack of parking available
now or in the future. It was noted that the rental units are not ready now and
would have to be constructed,
