At ths~ Planning Board Meting on Monday evening several builders presented raga€sts. Imo. Alvin Miller plans ssvEral multiple dwellings in Block 41-4 S which is zoned commercial. One bt~i~ding will be an apartment unit primarily for couples or families, not student housing unless necessary. Another building will bay and apartment motel which will contain a swimming pool. Sufficient parking area has been provided and the plans meet vrith the city specifications. The board recommends that the preliminary plans be accepted. Lawrence Lystrup present®d plans for the construction of several unite of low income housing on Block 23-2 be~w®e~ on 1st west and 2nd north. ~~-t~~~~e It would contain 56 units o~ varying size with 74 off street parking spaceso If the city will bring the sewer line to the property line, construction of this project can proceed. The board finds the preliminary plans in order and recommends these be accepted. Dick Skidmore requested permission to add on to the unit he now owns in Block 9 dust west of the college field house. He wants to add 12 units. Alb present with two housing units in this area, the parking space is barely adequate. The addition of the new unit „would create more congestion than already exists. The board does not think it advisable to grant this reauesto ~a Jim D®Mordant and Hugh Drennan plan to construct a now theater on enter street immediately north of Barrett 's dress shop. According to the zoning ordinance them should be availabl® parking spae® within 1000 feet of theater for between lI2 and 125 cars ( 1 parking space for every four sets in the theat®r). -There is spae® on the north end of their lot for 15 parking. spaces. Grover rBquested a zone change for the lot dust east of his resid€nce on main street. His home is presently in a commercial zone and he hTishes th.~s adjacent lot to be monad commErcial. Discussion of a site for a new post office building took place. ~To particular recommendations were decided upon at this time. .The possibility of lasing the army reserve building in the future was mentioned and the board felt that it should be retainEd here.. Further action will await more specific details. The Rexburg Flanning Board met on March 9, 1Q70 at 7:30 p.m. Th©se in attendance were T,,rayne, Larry, Ralph, TJes~rayne, Max and Lenore. Discussion of spot zoning or rE-zoning occupied the business of the evening. A request by N[r~. Ted Garner to rezone block 22, whic'~ is now R2, to permit construction of an apartment house ti:Tas studiEd. The decision of the board was that the block remain R 2 entirely without any spot zoning. George Lewis requested permission to put a cold storaue unit near his home- on c®nter street (block 48}. As this is an R 2 area, the use of commercial trucks there would create a hazard. Th€ board did not approve the request. "'!% ~~=~--r It was noted that one section in the _ differs from the rest of this area w?~ich is R 1. Recommendation was made that all of the I~___='~_` __~'ition be zoned R 1. Dr. Lester Petersen requested permission to 'ouild a clinic on East Main street irl block ~.. This block is zoned R 1 which does not permit this type of building. A request from Jesse Neiderer~~to construct a clinic building on the east corner of Block 2 on main street was presented. This block is zoned R 1 and does not permit commercial buildings. The Planning Board recommends that if clinics era permitted in these two areas on main street then the ent3_re south side of main street be zoned commercial. Due to petitions circulated by property or~mers against such buildings, the board believed these owners would also be against down zoning from R 1 to Commercial. The board's recommendation is that such buildings not be permitted there. The area between ~ and 5 East a,nd lst and 2nd ~TOrth should be zoned R 2. This zoning should extend 2 block east a,nd 12 blocks north and. south. In that it isn't presently zoned, the consensus of the board is that it should be zoned immediately to prevent undesirable. conditions to exist near the site of the future high s G~'1 O 01 .
