Board held at the City Hall at 7:30 P,M. on
January 18, 1954.
The meeting was called to order by Chairman Clyde Packer at 7:30 P,bi.
Those members present included: Chairman Clyde Packer, Dr.~~Zollinger,
President Clarke, Rosie Po:~all, '.!, ~v, ,jacobsen, Cwty Council representative
Brent Sutherland, ~%Lnd bfayor J. Fred Sr;.ith.
Brent Sutherland merle a report on the zoning ord~_~?ance. The City Council
is ready to go ahead at their next meet~_nQ in placing the zoning erdin4nces
in fron~; of the public. This would be a period of adjustment when *he public
could bring forth any alterations or suggestions that they saw fit. No
changes have bFen made on the zoning ordinances since the Planning Board issued
then to the City Council. A question was brought up concerning the basement
home in the Class I district. The .~enerai opinon of the Beard was to have the
basement home out of the Class I district, but to leave the final judgement in
each case up to t}:e Board of Adjustment, which will be r.;ad~: up at a later
date. If a builder sees t~;e way clear to build in three or four years on the
basement home then possibly this rase could be okayed by the Bca?~d of
Adjustment at that time. Mfr. Sutherland definitely stated that the City Council.
is wholeheartedly for the program in its en±irety and the next City Coi.uzci.i
meeting they will start to go ahead with this ordinance at tr:at time. Afr. Suther-
land and 'liayor J . Fred Smith pointed out that .Mary Smith, The Cit`~~ Attorney, will
rewrite the rules of the zonir._g ordinance. Her soul purpose in doing so would be
to simplif~~ the rules and def initions of the ordinances that we now have. Upon •
co*unletion of this rewritten document it will be passed by the City Council. A
Copy is to be F;iven to the Planning Board for their ~~pproval at the same time.
President Clarke, in his report on Lot 3b for the proposed City Park, mentions
that Bishop Flamm and Proffesor ~~forrell would like to go forth to present the
idea to the Priesthood of their Ward and their entire Bishopric. They would
like to have 100 percent approval of their Bishopric office, (which was mentioned
in the minutes of the November meeting.) President Clarke has eiore or less been
appointed by the Board. to f'olloa through on bringing this proposal to a head
within the next month.
tifr. Rosie Powell made a report concerning Harvard Avenue. (reference is made at
th.e meeting November 1953) tifr. Lowell Barrick is holding the opening of Harvard
Avenue because he feels that he i~ paying too much money for his share in doing
so. Mr. Powell has made several trips to see Mfr. Barrick, but hP has been

away at each visit. ~tifr. Powell also brought to light new information on the new
school building and he mentions that there will be t~~o buildings. They will use
the building that is now the high school and transform this building into two separate
gy:~~zasiums that can be joined together, one for men. and one for women. Tris building
will also include a cafE.;teria, showers for both mien and women, the heating plant,
and storage rooms which. they sorely need. The following building-will be built
East and West behind the old building with a breezeway a~~proximately 200 feet long
connecting both builriings. In this building there will be approximately twenty three

classrooms. This, of course, will include a choral and band room, and a_-so rooms
for regular highsc[~ool studies. ~~`r.~r.owell has mentioned that out of the twelve men
cn L-tiiis board, which comprises two men from each school district, they have more
or less approved this plan, but nothing definite as far as plans or architecture have
been chosen at this time. The Planning Board would like to go on record in these
minutes in giving their approval and their recommendation that the new proposed gym
would have a seating :.apacity of at least 2,000 and that the new program outlined by
-ir. Powell is a very worthwhile start on the venture for our new high school.
President Clarke mentioned teat there will be a meeting sponsored by 3:Irs.
Hoag next Monday ai'ternoon at 2:00 P.:t~i. concerning a health unit and as long
as he is the Chairman of th.e Eoard of Eiealth ar~d Sanitation .h.e will try to
atten~' aad mak-e a report on it at :t'.ie February ~tneeting.
:4iayor ,~. Fred Smith would like the Planning Board to give their
approva~ and recommendation that the light poles on Maim Street and Center
Street get a new paint job and that the trees on these streets be trimmed
or completely cut down if necessary, in order to give the two streets r~~ore
light. It is Mentioned that th.e Fire Department would do the trimming and the City
would haul the debris away at their awn expense. The Pla.naing Boax~1
agrees with tha, recommendation and they would like to go on record. as approving
this program.
