t~?e Pla~:.ning Board held May 3 8, 1933 .
'Those members present included: h. ~v. Jacobsen, -r. ~i. 4v. Zollinger, Clyde Packer,
President C=Larke, Ferrel Nelson, dark. Sicpert and Mayor J. Fred Smith.
1t the opening of the meeting there were approximately twenty. citizens from
the North side of town that met with. the Planning Board and discussed the new road
going South to the North abode the hospital from the. dry farms into First North
and thence to the elevator. The general opinion on this subject was that they
had too m2nsT trucks on the street as it is, without bringing any more from the
dry farms, The main objection to this was that these trucks world pass two schoals
and ~, chu.rch, which in their opinion was a very-bad hazard to the school children.
The general consensus of opinion was that the read should be built going I~~ast to
GJest on Fourth South straight into the highway fast the Rexburg 13ox and Milling and
thence to the elevator to the North. The main problem on this road would be tb.e
purchase of a right®of-way for the road, which would probably cost quite a little
money. The Planning Board feels, however, that over a period of the next few years
they must keep in mind that new roads for trucks coming into our City should be
on their agenda for planning.
Rosie Powell brought forth in his discussion that Abner Widdison still wants
:~1,{;QQ.OQ for a lot for a right-of-way into that block. Ferrell Pelson suggested
that a Board of Appraisers should be set up by the city so that they might
appraise the land fir these right-of-ways. In this way the figure that they decide
upon would be paid to the owners of the property rather than to make any kind of
deals and committments. :+iayo;r Frcd Smith suggested that he would like to talk
to Mr, Widdison and if he is unsuccessful then they would proceed along the
Appraisal Board idea. This motion was made by Rosie Powell and President Clarke
seconded it. It was passes unanimously.

H, ~d. Jacobsen, Chairanan of the Zoning Committee, went over his zoning map
arxd ordinances and it was the general opinion of the Planning Board that this
should be acted upon. as soon as possible. The Mayor thought that the city needs this
for further building and to protect the present property owners.
Mark Siepert and -r. Zollinger have looked into more problems on the irrigation
canal system and they feel that a plat should be drawn on the water ditches and find
out how many users they have at the present time. Also a new time table should be
set up; and in this way they believe that they could shut the water off from these
irrigation ditches on certain days of the week so that there wouldn4t be such a
hazard for the small children. Also they believe that they should accept the
Benton report for the recommendations that he set forth. This motion was made by
-r® Zollinger and President Clarke seconded it. It passed unanimously.
There was a general discussion on the golf course proceedings and it seems as though
everyone on the Planning Board is in favor of a golf course in the city whether it
be at the airport or in a new location. At the present time however it looks as though.
the only logical spot for this project would be the airport.
