HomeMy WebLinkAboutP&Z MINUTES SEPTEMBER 10, 1951Minutes of the regular meeting of the Planning Board held September 10, 1951, at Idaho Bank of Commerce I'he meeting commenced at fi:00 P.~4. Those present were; Clyde P. Packer, D. G. Tailor, D. ~. Manwaring, Ferrell Adelson, Mayor Wayne Smart. H. W. Jacobsen, e~ccused. Clyde P. Packer stated that he thought the Planning Board should adopt either the Roberts Rules of Order or some other rules of our own to be used in conducting their meetings. Mayor Wayne Smart was asked to ~-ake some suggestions to the Board. He stated that first of all the Planning Board should be governed at all times by the ordinance that was passed which creates the Planning Board. Also he stated that there were several things to be done by the Board and that he wanted to assure the Board that the Council wanted to work with then. The Board should keep in mind that the City Funds were very limited and would hardly reach to cover the present needs, and this money problem should Abe kept in mind. lfe also though that the hireing of an F,~cpert to do our planning would cost a lot of money that could well be saved and the job could be done probably better by long- ~,~range program which was definitely favored by flee mayor and Board. The Mayor thought that this plan should accomp7_ish the beautifying and building of the City over a long range and not to try to make these changes too fast so as not to create any disturbances. Mr. Taylor stated that in the past the public has got the wrong idea on suggestions discussed by the Planning Board and Council. Several ideas about the publicity given the discussion and the wrong opinions, It was generally agreed that the paper is doing a better job now. Ferrell ~lelson stated that he thought if the Board would redpce the Boardts plans to a specific resolution complete so that it would not hurt for the Press to have it, then the Council would act and '' answer would be given to the Board. Gu'v w A motion was made by D. B. Manwaring, seconded by D. G. Taylor that any specific work or surveys completed by the Planning Board and everything passed upon be submitted to council in the form of resolution with all necessary info~tion with request that all resolutions be replied to in writiseg by the council,and'~passed. ~- ~~~~ <__ ,,t~ ~# ,~v~ w " B. B. Fitzpatrick reported on the work in the past and what should be done in the future. Some of the proposed zoaeing ordinances were reviewed and it was decided that Il. G. Taylor and Ralph Parker should try to determine what can be done to complete a suggested zoneing ordinance to present to P1a~g-"rd, The Mayor stated that he would check on what money was available for the Planning BOard~s uses Clyde Packer suggested that committees be set up, such as public buildings, etc. The Post Office building came up for discussion and some discussion was held on whether or not the City Hai], Building addition could be made large enough to house our 'ost Office. 13. H. Manwaring was appointed to check on facts and figures to be used to present to Council on this Post Office Building.
