The ?lieeting was started at $;P.~~: Those present were Clyde P. Packer, D.G.Taylor, D. H. Aaanwaring, John L. Clarke, Ralph A. Parker, Ferrell Nelson, layer J.~.Parkinson, CounciL~an Richard L. Davis, and Sec. H.B.Fitzpatrick. The Minutes or the Meeting of May /~, 1951 were read and approved.. The Minutes of The Meeting of July 16, 1951-were read and approved. A Discussion was started on the work the p~e~.nning Board should do in the future and how they should go about this planning. lair. Packer Stat ed that he would like to see the Flanning Board take a more definite view on the planning work and he asked that the City Council help the Board get started on a Definite program by stateing what they would like the Board to work on. Mayor Parkinson stated that the City Council had used many of the Ideas asnd suggestions of the Planning Board in the past, and :that he thought they were doing a good job. Several of the Planning Board members expressed tY~e ~ opinion that the would like to have a more definite follow up from the City Council in writing so that they would know what the 6ouncil had done on theer proposals. Mr. M.anwaring said that inn his opinion , the Planning Board should hold their meetings and discussions and, then when a definite decision was reached a resolution to the City Council should be drafted and presented to the Council rather than burden them with the entire minutes of the meetings, He stated futthur that when thesrresolutions were presented to the Council that they should in return Waite a Brief in answer to be given to the Board. Mayor Parkinson brought up the proposed Bond issue for the City of Rexburg. He stated thah he wanted the Planning Boaerd to~now fully what the Council had in mind doing with the proceeds of this Bond so that they could better work together to the same endQ lJ Mayor Parkinson stated that in regard to the Planning Boards request for an ordinance to prohibit livestock in the city, He thought the Planning Board should give further consideration with the thought of dr~,fting one Eomplete Zomm~g Ordinance to cover the major items needed rather than ask the council to pass '~ so many small ordinances to reach the same end, ~~ A discussion was again started on a master plan for the City. Mayor Parkinson stated that he thought this was fine but that he would like at the present time th get a definite answer from the Planning Board for or against the Proposed Storm Sewer.. Richard L. Davis was then asked to explain in dehail what the Proposal w,~~.He made a very fine and thourough expalnation ti~ the workings and services givin by this Storm Sewer and answered question for the Board Members. He finally stated that as far as he could see all of the future inprovements ( Cur} and Gutters, and other street improvements) depend or. the storm sewer being completed First. D.G.Taylor made a motion, 2nd By Ralph Parker, that the Planning Board go ~, on record as approving the proposed Bond Issue providing th8~ the present admiristartion did not increase the Tax Eevey because of Said Bond. Upon a vote this motion carried unamously. i~ir. Packer stated that he thought the City Council was giving no consideration • to a place for recreation for the Children. In an Overall plan a place for recreation in each part of the city should be provided for and future palns built around it, Page Two- August 1.~, 1951 Aqr. Packer asked-that the Board ~~embers give some of their ideas on whit the Flanning Board should ~o on Future P~.~.nning. It was generally agreed that • the Planning Board should have a master plan. Mayor Parkinson said that as far as he was concerend that the Plann_:ing Board still could use the X2000.00 that was budgeted for them last spring if they warted to. dir. Packer said that he thought the Planning Board should at each r~.eeting spend some time replying to the City Council, and working on theer immeadiette problems and then. spend the balance of the time each muting in working out a master plano ' Ralph Parker made a motion, 2nd by D.H.T~ia.nT~raring, that the Board Review the Minutes ~ and determine what the original master planning was supposed to accomplish and to determine wgat had been done and what was needed to be done to secure a master piano H.B.~'itzpatrick was asked to make this study and report at meat meeting. ,' hIr. Packer asked ,that the NIembars work up Costs and Figures and figure out a resolution to present to the Council for the Opening of the l~~ew streets thru the Blocks,.
