Minutes of the meetir:g held on April 6, 19.51 were read and upon a motion by
?rtanwaring these were approved as read,
_~ discussion was held further on the proposed ordinance to ;,liminate the
livestock from the more thiokly populated areas in Rexburg. .Several points
and ideas were brought up.
Dick Davis stated the City Council had decided to have the Sani-
Cation Committee and Chief of Police .make a survey of the worst places in
town and see that they are cleaned up.
Clyde Packer suggested that the oily hire someone to act as
.unitary Inspectar to follow up on this cleaning up the barnyards etc.
Do G, Taylor suggested that the ordinancd be passed eliminating
the livestock from the entire city and then if people could show l'elat
their plane is clean they could get a permit to keep the livestock and
then if they did not keep their plane clean, their license or permit could
be cancelled. Phis was agreed upon and the necessary changes. were made on
the prepared resolution for the City Councils
Ralph Parker brought up the subject of parkings in the centers of the streets
in Re~cburg. It was suggested that in the event that any more work was
being done on the r;ajor streets that these parkings be kept in mind. ',
Dave ~`anwaring asked. Richard Davis what plan the city had for repair of
streets and sidewali~s, Davis mentioned that the City Council had suggested
that they ask the citizens to vote a $20,000 General Obligation bond to use
for repair of sidewalks and streets, '~
~~anwaring asked whether or not the city would get a broom for the tractor
they were getting with the street flushing equipmentp Davis stated that
the broom could be bought for X650.00. 'The Planning Board recommended
that the Council buy this broom and also a sweeper to pick up the debris,

Clyde Packer asked what change there was to get a playground in up in the
block continuing north from Harvard avenues
The discussion came up concerning the opening streets, Davis stated that j
the Coune_1 suggested tlae Pla_vaning Board be given the authority to open
some streets in town. The Planning Board suggested that the street behind
Evans Confectionarzr be opened now and also the ~viddison block and Carlson

Ralph Parker appointed D. G. Taylor and ,john Clarke to work on Carlson Avenue
and Abner Suiddison streets,, and Do H. ~ianwaring and C. P, Packer to work on
Evants blocko Dick Davis stated that the t~ity Attorney would cooperate in
working out the details with the Planning Boardo
The s'aggestion was made that some kind of radio program be arranged for
presenting the idea of city beautifications over the radios Ralph Parker
and fia B. Fitzpatrick were to check with the radio people to arrange a
program and report back at the next meetingo
The subject of a golf course was brought upo It was suggested that the city
take the re~Tenue from the slot rachines and build a golf oourse. It was
finally suggested that this question be left up to the Golf ASSOCIation and
that the city help in any way the~T can reasonabi~.r do so, and that the Plarming
