Those present were Ralph Parker, D. H. hianwaring, H. ~v. Jacobsen, Richard L. Davis, Mayor Joe '~. Parkinson, and H. B. Fitzpatric?i, Secretary. Minutes of the meeting of the City Council and Plan=ning Board held March 23, 1951, were rad and after correction approved. do regular meeting had been held in March as it was not possible for a Quorum to be present. Ralph Parker stated that he and Ed Covington had made some contacts in seeding and soil conservation work. ~. report on the procedure and progress of the seeding of the hospital grounds was mentioned by Ralph Parker, Ralt~h Parker Made some statements on ideas developed by David Benton and himself concerning the water rights in the city ditches. This statement suggested some ideas on voting about the use of the water by the water users and, also, of the arranging t~'~irrigation district to control this water. Mayor Parkinson suggested that no further discussions be held on these statements until David Senton was present at the meeting. Ralph Parker asked that someone make a motion concerning the keeping of • livestock in the city limits. It was suggested that the question be considered for a while e~~~b~~°~ Planning Board when a larger group was present. -'~ ~..,....~ r, y:.~ The question of pedestrian lanes on A4ain Street was brought up. Mayor Parkinson stated that the Council had studied this problem and that they did not think it was necessary to establish these lanes at this time. Several suggestions were made and talked about concerning the cross walks and the stop signs in town. Some ideas on the street repair program for the city were given by Richard L. Davis. A discussion was held further on the keeping of livestock in the city. It was, also, suggested that the City Council enforce sanitation ordinances to the best of the cityts ability. after further discussion the following Resolution was ado;~ted and sent to-the City Council far their consideration. This Resolution concerns the prohibitingv/livestock within the Gity of Rexburg: ~~ ~, ~ ,~r ~ - Resolution from Planning Board to City Council of Rexburg April 6th, 1951. Passed at Planninc Board Meeting on Friday, April 6th, 1951, at 1®:3Q otclock P.M. (Board then adjourned at 10:5 P.M.) • Resolution: Resolved that:. ttiFhereas: Since there note appears to be great need for the elimination of the nuisance of bad odors, flies, unsightliness, and danger of disease fram the :Wore thickly populated part of the City of Rexburg, and Whereas: There is most probably no commercial value nor any great advantage to the majority of the inhabitants of said thickly populated part of the City derived from the keeping of livestock within such areas, and Whereas: Most of the people inhabiting such part of the city are in favor of the elimination of horses, cattle, hogs, sheep, goats, ra8~bits, chickens or other fowls from the boundaries of such area;. Now Therefore Be It Resolved: ~. That the City Council designates that part of the City of Rexburg extending three blocks East and West and two blocks North and South from the intersection of Main and Center Streets as restricted from the keeping or raising of such animals and birds as-above mentioned. That, if there is no ordinance of the City of Rexburg, prohibiting the keeping or raising of livestock within such area, the City Council take the necessary action to pass such an ordinance and that after such ordinance is passed, it be rigidly enforced, and That the City Council. cause regular sanitary inspections to be made within the corporate limits of the City of Rexburg by the law enforcement branch of the city to the end that all unsanitary and unsightly areas be brought to a minimum.
