MIVLTTES OF THE PLANNING BOARD MEETING HELD FEBRUARY 2, 1951.
Those present were Ralph Parker, Dave Manwaring, H. W. Jacobson, Richard L.
Davis, D. G. Taylor, Councilman Henry Shirley, H. B. F'it~patrick, Secretary, and
David Benton, Engineer.
Hsnutes of the last meeting held on January 2, 1851, were read and approved.
The report on the Law Enforcement made by John Clarke was read by Ralph
Parker. Mr. Parker stated that the purpose of the meeting was to discuss the Law
Enforcement Report; that the report was not intended to be a criticism but should be
considered in a constructive light. A diseussion'.was held on several phases of this
report and questions were answered by Councilman Henry Shirley. Henry Shirley
suggested that he would like to take the report on Law Enforcement to the City Council,
also, he would like to make a check of the figures set out in the report and make any
necessary corrections. It was decided that no publicity would be given this report
until after the City Council had had time to go over:it in detail.
A map and some charts of the City were presented to the group by David
Benton. These had to do with the question of surface drainage of the flood and storm
waters. Discussion was held on the water conditions in the draw at the Southeast
of Rexburg. The feasibility of making this gully into a diversion for storm water was
discussed.
The question of an overall plan for the City was again brought. up and discuss
A motion was made by D, G. Taylor that Richard Davis recommend to the City Council that
they subscribe to and pay for the membership z.n the Management and Information Service
from the International Cities Managers System and that they make all information from
this source available to the Planning Board for their use. This motion was seconded
and passed unanimously.
A motion was made by H. ~. Jacobson that the Planning Board recommend to
the City Council that a Committee be appointed by .the City Council and Planning Board
to continue to work and get permission from property owners to complete the program
of drainage from the hill with the thought in mind of running the water North into
the River. Also, that this Committee go ahead with all possible speed to do anything
they can this gear and to be ready when the time comes to complete the project this
year..
The secretary was instructed to remind the 2 senior members to make a report
about the future plans for the Planning Board. He was, also, instructed to remind the
2 junior members to complete their work on a report on what the Planning Board has
done in the past.
There being no further business to come before the Board the meeting was
adjourned at 10:25 p.m.
