Manwaring, C. P. Packer., Richard L. Davis, H. B. Fitzpatrick, Secretary, and David Benton, Engineer, visiting. A discussion was started on the skating rink. Mr. Parker informed the Board that he thought the city could trade some ground somewhere to Joe Stephens for some of his old property where the old barn was located and that this property could be made into a parking area, etc., so that the skaters could park cars off the highway. Several other points were brought out such as running a stream of water in and out into Alvy Harris' pond and into the river; this would keep the pond clean in summer so it could be used for boating, etc. The subject of the ski hill was brought up. The problems of the ww.~.nter skating and skiing were discussed. It was suggested that these problems be taken to the various clubs, Community Chest, schools, etc. A sugge lion was made to hire an employee to supervise the winter sports both skating and skiing. A motion was made by C. P. Packer that we recommend ~he~.ty Council to hire a winter recreational leader to take charge of the winter recreation for this year. It was seconded by John L. Clarke and passed unanimously. The discussion was started on the ditch elimination by the city. Mr. Parker stated that several men had voiced objections against the elimination • of the ditches. Mr. Benton was asked to state his thoughts on what ought to be done • for Rexburg. He said that in his opinion the first thing that should be done in Rexburg is to get adequate Law Enforcement for the town. Several instances of the laxity of the enforcement were pointed out. Mr. Parker recommended that the Planning Board appoint a committee to draft a resolution and plan to be presented to the City Council whereby they can overcome the laxity of the law enforcement. A motion was made by C. P. Packer that the chairman appoint 'a committee to investigate the law enforcement pr4~t~lems and formulate a resolution in accordance with their findings to be submitted to the Planning Board and then to be sub- witted to the City Council. This motion was seconded by Richard L. Davis and passed unanimously. The committee appointed was John L. Clarke, Chairman, with C. P~ Packer and H. W. Jacobsen on the c ommittee • It was suggested the the Planning Board organize itself so that the problems could be handled by small committees of Planning Board members and sugge~ions made to the Planning Board by committees and for the Planning Board to encourage the Qty Council to give them some of their problems to work on and to make same suggestions back to the Planning Board. It was, also, suggested that the members of the Planning Board tell the chairman what they would like to discuss at the next regular meeting and then he could prepare an agenda and have the secretary send out the notices and an agenda for the newt meeting.
