Rexburg City Planning Board
. Minutes of the Planning Board meeting held on Monday, August 7, 1950, at
the City Hall. Those present were Ralph Parker, Dave Manwaring, D. G. Taylor,
.Clyde .Packer, John L. Clarke, Richard L. Davis, Councilman Ed Covington, and
David E. Benton, planning engineer..
The minutes of the previous meeting were read and after several minor
corrections were made they were approved.
Mrs. Mae Humphreys request of July 10, was brought up, and it was noted
that if these improvements were made the street would be a dead end street and
that a culde~sac be made at the end of the street. All improvements should
be paid for by the prpperty owner. It was suggested that all improvements be
made on a standard basis before being accepted. by the City. After a lengthy
discussion the above suggestions were put in the form of a motion by Dave
Manwaring, seconded by John L. Clarke and upon.~vote passed unanimously.
A discussion was held on the ditches in the City. A letter from Mrs. F. L.
Davis was read andthis letter is hereby made a part of these minutes. Mr.
Benton reported that a survey of the ditch problem is now in progress and a
report will be submitted on it after an over-all study of the matter is made.
The Secretary of the Planning Board was instructed to write a. letter to Mrs.
Davis and report this progress.
A lengthy discussion was held concerning the Madison Co--Qperative Association
improvements. This discussion got rather heated aril nothing was accomplished
• except expended air.
It was moved by John L. Clarke that it be recommended by the Planning Board
that the City Council make a study of existing city ordinances with a view to
putting these ordinances in a good workable condition at the least possible
expense. This was seconded by Clyde Packer and passed unanimously.
A long discussion was had on the possibility of the City owning the old
McCulloch property, 5 X 20 rods, joining the City property in the South Half
of Lot Two, Block Thirty-three, of the City of Rexburg. No decision was
arrived at.
Henry Shirley presented the problem of traffic signals for schools, both
at the ~tashington and Adams schools. He showed various pictures of semaphores
and asked for recommendations. Semaphores would cost about ~300.F30 installed,
school traffic signal~.systerns about X1250.00 installed. It was suggested by
Richard Davis and Ralph Parker that semaphores be purchased and tried, and if
not adequate to Meet the requirements they could be used elsewhere in the city
and the more expensive devices installed at the schools. In the meantime the
savings could be spent partially to purchase the old McCulloch property to the
City's advantage.
It was asked that the Planning Board recommend to the City Council that
the street at the east end of Second ITorth be extended if and when the property
oimers.dedicate t.+he property necessary and agree to improve the same to the

satisfaction of the City Council.

There being no f+~ther business to come before the Board, the meeting
was adjourned.
