Re~.~1ar meeting of the P1arning..Board held on Juiy 10, 195C, in the
auditorium of the Idaho Power Canpany: Those present were Ralph Parker,
L. G. Taylor, Clyde P. Packer, John L. Clarke, L. H. A~Ianwaring, Richard L.
L~~.vis, ~~Iay or Joe. Parkinson, H. B . Pitzpatrzck, and A~Trs . Mae Humphreys was
also present as a visitor. Also present were Lave E. Benton, engineer,
and Hamilton, engineer.
A•Sinutes of the regular meeting of June 5, were read, also, the minutes
of the special meetings of June 19 and July 5 =arere read. Mayor Parkinson
stated that he thought a corcmittee had been appointed to follow the planning
work between meetings; however; this did not appear inthe mi~.utes;as having
been done. After a discussion of several points in the minutes, they were
approved as read for all three meetings. ~~
A discussion ~y°as held on the Bement property ar_d whether it was advisable
to ask for complete drawings far the water and sewer lines for this project.
After some discussion it was decided that the city building. inspector could
do the necessary inspections to see that these likes were properly laid.
Mrs. Noe Hump"preys stated that she wished to have the city open the
street through her property at the east end of Second North. This property
is in the city limits and the sewer is one block west of this property.
Her interest in having this street continued and the property joined to
the sewer is so that she could develop ai3,d build homes. After presenting •
her problem to the Planning Board Mrs. Humphreys left.
Mr. Hamilton was asked to discuss his plans and views on the City
planning and engineering problemsr He stated that he thought a long-
range plan should be made showing the cost of the improvements to be
made and also showing where and how these costs could be financed. After
some discussion along this line, Mr. Hamilton also gave a sur~uuary of his
qualifications as an engineer to do this work..
A3ayor Parkinson stated that the work on the city ditches should come
first of wort: to be completed. Auer discussing what project should come
',first, several members agreed with Mr. Hamilton that it would be much
better to have an over-all, long-range plan to work from and then decide
which part was the most important and should be taken care of first. l~Ir.
Clarke pointed out that he thought we sould definitely agree on what we
needed and wanted first before Z,Te tried to 'mire an engineer . He also
stated that he thought that the public. should be in on these plans and
its opinion given as to what it wanted done first. Nr. Parker stated
that what we were trying to do was to develop an over-all plan using the
advice and suggestions of the planning engineers rather than to have them
make our plans for vs.
Nr. Beaton pointed out that one of our problems i~a:s to get the nec-
essary-ordinances passed in time to do a fair job for everyone interested
in regard to new building sections. He also stated that we should first
make a plan sho~Ting what we have and then we should ~'i~ure out what we

• need to add to this. This would be oi:s long-range plan for i~tprovement.
A motion saa.s made by D. G. Taylor seconded by D. H. Manwaring to
recemnend to the City Cour..cil thaw they have ~;r. Hamilton check his survey
of the se`~er lines and other work that he had done in the past. 1dr. Taylor
also recommended that the Plasining Board invite Pte. Benton' to meet with
the Plar..ning Board at its next regular meeting on the first Monday in
August to start zaork on the master plan and that if possible, he came up
during the day ar_d work with the water master and irrigation supervisor
so tr_at he would be well informed on some of the problems having to do
with our ditches. This w-as put in the form of a motion and seconded by
John. Z. Clarke and upon a vote passed unanimcu"sly.
'there being no furt:ner business to come before the Board and upon
a motion made by D. G. Taybr, the meeting was adjourned at 11 p.m.
