HomeMy WebLinkAboutP&Z MINUTES AUGUST 20, 1946Minutes of the Rexburg City Planning Board Meeting held August 20th, 1946, in the city hall at 8 pm. Present: Chairman K.W. Zollenger, H. Jacobsen, John L. CLarke, Laurn Ashlimen, Clyde Packer, Bryce B. Orton. 1. It was reported that plans had been made to place the new Reserve Building on a spot just below the Radio Station as to much objection was encountered though the suggestion to place in the new city park. 2. Chairman Zollenger reported that the Mayor has requested that the planning board give consideration to rezoning the two sides of the block that extends from the Court HOuse Corner to WIthers grocery. Members of the board recalled that there were provisions in the city ordinances to cover such a change and suggested that the City Council look up the ordinace and then determine what should be done. It was the feeling of the Board that the City should move slowly in giving approval to such a change because the area on the highway is a logibval area to be zone for business and also because the rezoing of one block would bring petitions from others to rezone their blocks. 3. Committee Report: A. Laurn Ashilman reported that he had been investigating the problem of plantings on city streets. He was going to write to several cities to find out what they have in their ordinances stated on the matter. Two cities in particular were suggested, Idaho Falls and Brigham City. B. Clyde Packer reported that he would make a survey this winter relative to the city recreation program and would have it reazdy for next season. C. John L. Clarke reported that a pipe had been laid from the New RIcks College well to the city water main. THe pump was going to provided whith an automatic device to put the well into action whenever the water was needed. He also reported that he had talked to Alex Alexander the field engineer from the state department of health. They will be willing to work with city when they are ready to put it in. One of the first things that would be necesary is to hire an engineer to make the necessary survey. It was the feeling of Mr. Alexander that the city would need only a primary plant - that is one that would take the sludge and make fertilizer of the solids and then let the steril water flow into the river. Plants of this type cost many thousand dollars and would have to be finance with a bond issue and repaid from sewage charges. This is what other cities have done. Mr. Clarke reported that any registered engineer would do but that Wendell SMith of Presten was probably the most experienced of any engineer in Idaho on this problem. He wouild be able to give a good estimate as to cost. D. Jacobsen reported that he was working with some people on the division of the blocks. He reported that the one what would probably be most successful at this time is the one by Evans Ice Cream Store. Meeting adjourned.
