He welcomed the attendees and thanked them for attending. Mr. Dyer discussed the purpose of the meeting and asked those attending what they would like to accomplish. Joint community efforts working toward the greater good of Madison County along with well thought out Planning and Developing. Kurt Hibbert requested the attendees to write on 3 X 5 cards their priorities and concerns for the council. These items will be discussed tonight and in future meetings. Below is the list: 1 *Design Standards *Do not Change address until annexed *Landscape Standards *Green Space – Public Swimming Pool – Parks *Recreation Trails *Outdoor Lighting *Wal-Mart *Land Use Planning *School Location *Transportation *Road Widths – Close to Cities *Industrial & Commercial Area’s along major arterials *Building Standards *Impact Areas *Impact Zones *Standardized Zoning Ordinances *Consistency of Standards *Annexation - when is City ready to provide services? *Area zoning requirements the same in Madison County, Sugar City, and Rexburg (particularly SFR, MDR and HDR) *Impact Area needs more County input *Build out Study Areas *Extension of Impact Areas *Commercial Development *Impact Area concerns for people in those areas Impact Area Discussion Main locations to discuss: Salem area North Interchange, there has been significant proposals around that interchange. The degree of the development there or the impacts will be substantial enough to govern those under the current county standards. What can we do to make sure this area is consistent and properly addressed right now? Salem residents are concerned about the proposed development, the concrete batch plant. Salem is concerned about who is looking out for them, who will manage the potential growth for this area? What will happen in Salem? Who will coordinate this among the three governing groups? Whoever can provide the facilities will probably take over the impact area. Sugar City had a meeting with Salem to discuss their being in the possible impact area. There are already connections with school and churches. Salem can incorporate if they want, but they are not interested, they want to see protection under another government for now. Something needs to be done before growth in that area begins; there is a high possibility of Super Wal-Mart going into that area. A representative is needed from the Salem area. Sugar City wants to meet again with the Salem area with more involvement from the Salem area. Salem needs to have more representation before any decisions can be made. Sugar City is interested in having them in the impact area but is unsure about providing City Services. 2 Rexburg or Sugar City needs to consider them for impact before large scale development begins in that area, if not there could be problems. There was concern from the County that we were inferring they could not take care of this area. Rexburg and Sugar City have stricter standards than the county and feel like the area would best be served by having Salem in either impact area. The cities can provide services that the county cannot provide. Decision was made to have meetings more often. Monthly meetings by committee and st quarterly meetings with the entire Council. Next Meeting is 1 Thursday in November. Meetings will be coordinated by Cathy Winters, Rexburg Community Development. Sugar City included Salem when a Build Out study was done. All the Council agreed to being involved in the zoning of the Salem area. A question was raised as to Salem becoming a cooperative area. Legal Council will need to be asked this question, but it would more complex to enforce. The more practical decision would be to have one Council permitting and enforcing. Annexation requests and how they will be implemented are in question. The county has had some discussion with Salem and they want to cooperate, but are concerned where the industrial areas will be zoned. Comprehensive Plan Map th Draft Published July 18. Discussion was held regarding the zoning on the map. Anticipated changes are expected in the North Ag area, changes of any kind can only be made every 6 months. The new Transportation Plan will bring commercial development to the interchange areas. We do not want development in the flood plain areas. The Highway Business District for Rexburg on Highway 33 matches the zoning with the Highway 33 area in Sugar City. Design Standards Kurt Hibbert passed out copies of the new Design Standards and reviewed them with the attendees. He explained we wanted to control the “empty large scale stores” and with the Design Standards it will allow for the large buildings to be turned around and changed into smaller stores if the large scale store relocates. The standards apply to 25,000 sq ft minimum, and higher size buildings. 3 Green Belt The Madison County trail map was shown and discussed. The Bike Path is developing along the green way and discussed regarding frontages along the water ways. Concern was brought up regarding cars being parked in the bike paths and solutions to that problem. The bike paths must be ready to bid by summer and construction must be started by fall 2005.
