Minutes: March 3, 2005 Mike RicksStuart Wells motioned to approve the minutes for March 3, 2005. seconded the motion. Motion carried None opposed. . 2. New Business: (Discussed first as per Chairman Dyer’s request) A. Hidden Valley Phase 8 Preliminary Plat – Winston Dyer Chairman Dyer declared a direct conflict of interest before any discussion of Hidden Valley Phase 8 Mike RicksDavid Stein was held. continued as temporary Chairman. was not sure if this Preliminary Plat was a direct conflict of interest for him because he owns a lot in Hidden Valley Subdivision across the street from phase 8. Commissioners agreed to allow him to stay on as a commissioner in the discussion. Joseph Laird motioned to recommend approval for the Preliminary Plat phase 8 subject to all reviews Winston Dyer of staff in the department. is with the Dyer Group and the retained professional for Hidden Valley, LLC; the developer of the Plat in question. Phase 8 is the last phase of the subdivision, comprising a ten acre piece in the Southeast corner of the property. Utilities conform to standards. They worked with the city and property owners to conform to all standards. Joseph LairdWinston asked if there were any plans to develop the ground to the East of Phase 8. Dyer explained that it would be difficult to build on the face of the lava rock, but Mr. Palmer does have some potential sites before the property line changes owners. Lighting Design Standards – Jack Leibenthal Jack Leibenthal had educated himself on lighting and brought research to present to the Commissioners. He discussed the problem with driving at night because the light tends to shine in your eyes instead of just on the road. He brought a map to show the artificial glow in the United States, Mr. Leibenthal focusing on the Washington, Idaho and Utah area. (1989 map). commented that the lights need to be shielded so they shine down. One concern he expressed with the City of Rexburg’s lighting ordinance is where it addresses that all outdoor lighting shall be semi-cutoff, as opposed to full- David Stein cutoff (fully Shielded). said that a representative from Utah who came to discuss lighting Mr. said that there is more light reflected off of the road if it is full-cutoff as opposed to semi-cutoff. Leibenthal addressed that it is a controversial issue and it depends on how the lights are placed. *Chairman DyerMike Ricks had to leave due to a previous engagement. continued as Chairman through the rest of the meeting. Mr. Liebenthal addresses his concern that the artificial glow from the lights will continue to spread across the cities and the light will drift towards his home town. Kurt Hibbert plans to continue working with Mr. Leibenthal. Chairman Ricks reported on the subdivision conference – there were two attorneys from Northern Idaho (Jerry Mason and Will Herrington). They went over a few items that are common mistakes in subdivisions and the ordinance that we as the planning commission do, both of the city and the county. Two things Chairman Ricks commented about were: (1) people need to be supportive to keep agriculture in the State of Idaho, and (2) make sure housing developments – the big developments – stay close to City limits. Kurt Hibbert also reported on the Subdivision Conference. The attorneys addressed the single greatest threat to sustainable agriculture in Eastern Idaho is the house. Both the City and County planners Group Discussion attended and agreed on this concept. th Kurt Hibbert announced that there was a design review for Walgreen’s on March 30 at 4:00 pm. This is a joint meeting with the Council and Commissioners. Walgreen’s is planning to bring in their Chicago representatives. The City of Rexburg will not have a site plan before that time. They will not be submitted until after that meeting. Council Member Erickson added that it will be in the Council chambers and that everything about the building will be discussed Meeting adjourned at 8: 07pm 2
