Roll Call of Council Members:
Consent Calendar: The consent calendar includes items which require formal
City Council action, however they are typically routine or not of great controversy.
Individual Council members may ask that any specific item be removed from
the consent calendar for discussion in greater detail. Explanatory information is
included in the City Council’s agenda packet regarding these items.

B. Approve the City of Rexburg Bills
Council Member Schwendiman asked about the sludge drawing system at the waste water
treatment facility. Mayor Larsen said it was a new process to dry the sewage waste faster. It
helps speed up the drying process as the solid waste is placed in the drying field.
Council Member Young moved to approve the Consent Calendar; Council Member Mann
seconded the motion. All voted aye, none opposed. The motion carried.
Council Member Mann wanted to have information on the block parties so City Council
Members can attend the meetings.

Committee Liaison Assignments for 2007:
A. Council Member Chris Mann Parks & Recreation· Museum Committee· Romance Theatre
Committee
Council Member Mann said the Museum Committee has met. They are working towards
painting and putting in new carpet for the museum in the month of September.

TETON FLOOD MUSEUM

Mayor Larsen announced the City of Rexburg Teton Flood Museum will be closed beginning the day
after Labor Day (September 4) for about 4-6 weeks. During that time, the Teton Flood Museum
Committee will oversee (1) the installation of a brand-new children’s exhibit, (2) painting and re-
carpeting the entire Museum, and (3) fixing up the bathrooms to become ADA-compliant.
The children’s exhibit will have many hands-on displays and activities centered on the theme of an old
schoolhouse, complete with a reading loft featuring books by Idaho authors, costumes, and a schedule of
supervised activities and demonstrations. This exhibit space will also incorporate into its design the

flooring and wainscoting from the recently demolished old Japanese schoolhouse, to which the exhibit will
also pay tribute.
The Museum will reopen in early October. The rest of the Museum will then proceed to revitalize its
collections and displays to better tell the story of the history of Rexburg and the surrounding area, with
continued emphasis on the flood of 1976.
Mayor Larsen presented the name of Eric Wills, who would like to work on the Parks and
Recreation Committee. Mayor Larsen asked the City Council to ratify this appointment.
Council Member Benfield moved to ratify Eric Wills to the Parks and Recreation
Committee; Council Member Mann seconded the motion. All voted aye; none opposed.
The motion carried.
Council Member Schwendiman asked about new ball fields. Mayor Larsen said there are
plans for new ball fields. The Urban Renewal Committee and the Riverside Park Committee
will review these plans later this month.
Council Member Erickson joined the meeting.
B. Council Member Donna Benfield Beautification Committee· Police Department
Council Member Benfield reported on the International Dance Festival. The street
festival was very successful. Festival performances will be held Friday and Saturday of this
week. The Mayor’s reception for the festival is this Friday. There are eight countries
participating in the festival this year.
C. Council Member Rex Erickson Airport Board· Planning & Zoning
Council Member Erickson reviewed the Planning and Zoning meeting on the sign
ordinance. The Planning Commission will review the ordinance and work to change the
sign ordinance where changes are needed.
D. Council Member Randy Schwendiman Golf Board· Traffic & Safety· Emergency Services
Board
Council member Schwendiman said none of his committees have met; therefore, there is
nothing new to report.
E. Council Member Farrell Young Tabernacle Committee· Rexburg Arts Council
Council Member Young said the Tabernacle Committee has not met recently. The Arts
Council continues to function with energy and enthusiasm. The Wednesday concerts at the
Rexburg Tabernacle are well attended with performances planned in August.
Council Member Benfield said the new sun birds are in the city for the seven week
summer break taking advantage of empty housing during BYU-I student’s annual seven
week semester break.

Public Hearings:
A.7:30 A.M. – Appropriation Budget approval for fiscal year 2008
Finance Officer Richard Horner provided the budget summary data to the City Council.
Council Member Benfield requested a review of the summary budget on the overhead
screen.
Finance Officer Horner said there should be additional funding from the new construction
roll. He is waiting for the updates to the construction roll from the county. The city audit
the construction roll every year to verify the construction numbers on new construction.

Council Member Mann reviewed the Financial Administration budget. The detail report was
reviewed to show how the salaries are displayed in both the summary and the detail budget.
Council Member Benfield asked if another crew was hired to do sidewalk and street repair.
There were four temporary summer positions hired to do this type of work. Public Works
Director Millar explained most of the work for this crew is done on LID projects.
Council Member Schwendiman asked how much is in the contingency fund in the general
budget. There is $250,000 in the contingency fund.
Finance Officer Horner said the animal control fund is largely an estimate on revenue.
The fund is being subsidized by the city through the general fund. The subsidized estimate
is $52,000 per year including salaries. City Attorney Zollinger indicated the city would be
updating the fee schedule. The current fee for taking an animal is $40.00 plus a daily care fee
of $3.00. There is an animal tracking program being implemented to track animals and find
the dog’s owner.
Finance Officer Horner reviewed transfers from the General Fund in the 2008 Budget:
1.Flight Museum - $4,500 for city share of insurance
2.Romance Theatre - $30,000 for roof repair (The Romance Theatre Committee paid
$30,000 from theatre revenue to paint, carpet, upgrade lobby, and other maintenance
repairs.) The roof repair is in addition to those other repairs.
3.Police Grants matching money - $3,000
4.Tabernacle Fund - $63,000
5.Fire equipment - $45,000 and Fire District puts in $45,000 for non-city residents.
6.Animal Control - $52,000
7.Rexburg Arts Council - $3,000
8.Fire fighting operations - $391,800
9.Arts fee projects - $1,000
Carousel revenue has increased from the public using the Spray Park. The revenue estimate
for the Carousel is going to be over $15,000 per year. Council Member Erickson indicated
the city has a responsibility to provide some level of service to enhance the quality of life for
the citizens.
Public Works Director John Millar reviewed the need to add an additional water well for
the city. The city is bumping up to well capacity this year. The new well is being planned on
the south end of the city. The city is waiting on the approval of a well permit.
Finance Officer Horner explained about $22 million is the operating budget for the city.
The capital budget is another 6 to 8 million dollars.
Mayor Larsen opened the Public Hearing for the 2008 Budget.

Council Member Erickson moved to approve the appropriation budget as first read for
fiscal year 2008. Council Member Young seconded the motion. All voted aye, none
opposed. The motion carried.
B.7:45 A.M. – Resolution 2007 – 09 Proposal to increase Utility Rates – Richard Horner
RESOLUTION 2007-9
A resolution of the City of Rexburg, Idaho, adopting a new rate schedule for water,
sewer, garbage fees.

WHEREAS, the City Council desires to maintain the overall quality of life
experienced by its constituents; and
WHEREAS, the City Council desires to collect from all water, sewer, and garbage
users an equitable user fee that reflects their appropriate share of operating costs,
depreciation and
debt service;
NOW THEREFORE, be it resolved by the Mayor and the Council of the City of
Rexburg,
effective October 1, 2007, the water, sewer, and garbage fees to be charged shall be
as follows:

Finance Officer Horner reviewed the proposal to increase utility rates. Garbage, fuel and
transfer station tipping fees have increase dramatically this past year. Council Member Mann
reviewed the monthly usage fees. There is a proposed 11% increase on the water fee; the
sewer is about the same.
The last increase for city utilities was in October, 2006. Inflation and extraordinary expense
have caused this proposed increase to the utility fees. Mayor Larsen explained the city has
good, safe, clean water. Council Member Erickson recommended smaller yearly increases to
cover the additional expenses. Council Member Schwendiman reviewed the funding for
major updates to the water system. There are some expense funds coming to completion in
three to five years.
Mayor Larsen opened the Public Hearing for utility rate increases.

Mayor Larsen closed the Public Hearing.
Council Member Erickson moved to pass Resolution 2007-09; Council Member Mann
seconded the motion. Discussion: Council Member Schwendiman asked if we were

comparable to other cities. Finance Officer Horner said Rexburg is a little above average
compared to about 15 other cities. Council Member Schwendiman said his personal utilities
have increased. Finance Officer Horner said the increase would be effective October 01,
2007. All voted aye; none opposed. The motion carried.
New Business:
A.Set date for Public Hearing to amend the 2007 Budget – Staff
This has been deferred to the next City Council Meeting on August 15, 2007.

A Proclamation of the Mayor and approved by the City Council of Rexburg, Idaho, proclaiming
July 28, to August 04, 2007 as INTERNATIONAL DANCE & MUSIC FESTIVAL
WEEK for the City of Rexburg.
WHEREAS, the City of Rexburg has been given the privileged of hosting several
performances of the International Dance & Music Festival; and
WHEREAS, it is a great honor to have the participants of this event share with us the
talents and traditions of their communities and countries and show that our cultures are more
similar than they are different; and
WHEREAS, this is also a wonderful opportunity to help promote the benefits of
performing arts and to bring together citizens from all walk of life, to share in the enrichment of our
growing multi-cultural communities, it’s diversity, and to enjoy the universal language of music and
dance; and
WHEREAS, the City of Rexburg extends a warm welcome to the dance teams and
express our appreciation to those involved in planning and promoting this event. We wish you all
the best of luck for a successful tour.
NOW THEREFORE, I, Shawn Larsen, Mayor of the City of Rexburg, do hereby
proclaim July 28, to August 04, 2007 to be

Mayor Larsen reviewed and read the proclamation for International Dance & Music
Festival Week.
Council Member Benfield moved to ratify Proclamation 2007-05; Council Member
Schwendiman seconded the motion. All voted aye; none opposed. The motion carried.

Council Member Benfield said Senator Craig who did the MC for the opening ceremonies
at the dance festival did a very impressive job. The crowd was very impressed with the great
job he did.
Mayor Larsen mentioned an upcoming Conditional Use Permit (CUP) for the Burton
Elementary School.
Council Member Young asked if the goal of the dance festival is to break even. Council
Member Benfield said the goal every year for the dance festival is to break even.
Mayor Larsen mentioned the up-coming work on the senior citizens center parking lot.
The center is going to ask the city for a $1,000 donation towards this project. They will be
reshaping the parking lot to make it safer. Council Member Mann moved to approve the
donation of $1000; Council Member Young seconded the motion. All voted aye, none
opposed. The motion carried.
Council Member Schwendiman asked where the funding would be allocated. The funds
will come from the city street budget.
Report on Projects: John Millar
?
Rexburg Ditch Company (City owned) has erosion on the head gate and the Teton
River is running under the diversion. He asked for approval on emergency repairs to
the head gate. Public Works Director Millar has gotten approval from appropriate
entities to get this repaired quickly. HK Construction will do the repair with City
Council approval. There are 10 customers (Ashcroft’s, Randy Huskinson, Dell
Barney, Craig Heiner) using the Rexburg Ditch. The city holds the water rights on
the Rexburg Ditch. The city has water shares in the Rexburg Canal Company.
Mayor Larsen would like to plan a work meeting on city water issues.
Council Member Schwendiman moved to declare an emergency to authorize the repair of
the head gate. Council Member Young seconded the motion. All voted aye, none opposed.
The motion carried.

Council Member Erickson said residents are pleased with the completed project on
Millhollow Road. Council Member Young asked about spray markings on the new
Millhollow Road. It is the utility markings for underground cable locations.

THE CITY OF REXBURG, IDAHO, FOR THE FISCAL YEAR OCTOBER 1, 2007,
TO SEPTEMBER 30, 2008, AND APPROPRIATING TO THE SEVERAL
DEPARTMENTS, OFFICES AND FUNDS OF THE SAID CITY GOVERNMENT
FROM THE REVENUE DERIVED FROM TAXES LEVIED FOR SAID FISCAL
YEAR, AND ALL OTHER SOURCES,
SUCH SUMS AS MAY BE NECESSARY OR DEEMED NECESSARY BY THE
MAYOR AND
CITY COUNCIL TO DEFRAY THE EXPENSES AND LIABILITIES OF SAID CITY
FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2008; AND PROVIDING FOR
THE EFFECTIVE DATE OF ORDINANCE.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
REXBURG, IDAHO:
SECTION I. This ordinance shall be, and is hereby termed the Annual
Appropriation Ordinance of the City of Rexburg, Idaho, for the fiscal year October 1,
2007, to September 30, 2008.
SECTION II. The revenue, fund balance carry-overs and transfers of the City of
Rexburg, Idaho, for the fiscal year October 1, 2007, to September 30, 2008, derived
from taxes levied for said year, and all other sources, in the amount in total of
$32,876,700, as shown below by the budget of the City of Rexburg, Idaho, adopted
and approved by the City Council on the 5th day of September, 2007, and duly
printed and published as provided by law, is hereby appropriated to the several funds
and purposes which are hereby declared to be necessary to defray all necessary
expenses and liabilities of said City as shown by said Budget as hereinafter set forth.
The City Treasurer is hereby authorized and directed to apportion all monies
received on account of taxes on property within the City or Rexburg, Idaho, and from
all other sources to the several funds as shown in said Budget and as hereinafter set
forth
All other revenue of the City of Rexburg, Idaho, received during the fiscal year
ending September 30, 2008, not hereby otherwise appropriated, is hereby
appropriated to the General Fund of the City.
SECTION III. This ordinance shall take effect and be in force from and after
its passage and publication as required by law.
