Roll Call: Christopher Mann asked to be excused; the rest of the City Council Members
were in attendance.
Mayor Larsen reviewed a request from TRPTA (Targhee Regional Public Transportation
Authority) to have the City of Rexburg participate in funding for public transportation in
Rexburg. The funding donations from area cities and counties can be leveraged to obtain
funding from the CHC Foundation and Medicare. TRPTA is seeking help to find a
location in Rexburg for a garage and office. They are seeking an 8% ($32,000) match for a
$400,000 investment in a garage facility. Federal match ratios are 57.5% operating, 80%
administrative, and 92% preventive maintenance and capital (vehicles and facilities).
C.A.R.T. (a non-profit corporation in Idaho Falls) transferred C.A.R.T., Inc. assets to
T.R.P.T.A. in consideration for T.R.P.T.A.’s assumption of C.A.R.T., Inc. service to
Jefferson, Madison, Fremont, Teton, Lemhi, and other counties in Idaho Transportation
Department’s Region 6.
TRPTA is asking the City of Rexburg to enter into an Intergovernmental Agreement with
Targhee Regional Public Transportation Authority to provide a fixed route bus service for
non-emergency Medicaid customers and others. TRPTA showed ridership demographics
from October 2006 through March 2007 of 10,378 ride pick-ups in Rexburg including
transportation for BYU-I students, day-care students, disabled customers, seniors, and
customers with wheelchairs. The City Council discussed and recommended budgeting
$2,000 towards the public transportation request.

The Intergovernmental Agreement indicates an annual contribution to be determined.
Based on costs incurred between July 01, 2006 and March 31, 2007, TRPTA is projecting FY
2008 costs of $204,000 for services in Rexburg and the area surrounding Rexburg. Intercity
service between Rexburg and Idaho Falls should cost approximately $67,000 with total fares
estimated at $27,000. TRPTA buses are ADA compliant and their buses are available to all
citizens.
Mayor Larsen will work on the Intergovernmental Agreement with Lynn Seymour,
(Executive Director of T.R.P.T.A.) before the proposal is presented to City Council.
Finance Officer Horner reviewed the 2008 and 2009 Budget Report with City Council.
Each department budget was reviewed for budget changes. The budget will be finalized in
September for 2008 and projections for the 2009 budget.
