Reference: Right Turn Deceleration Lanes along University Blvd
This memorandum is in response to discussion on the need for deceleration lanes along
University Blvd at the Mikan Drive and Tamana Drive intersections, as outlined in the
original traffic study for the University Towne Center, dated October 29, 2025. For major
roads at an intersection, the City of Rexburg Transportation Master Plan Deceleration
Lanes for Right Turning Vehicles was used. Within this study area, University Blvd would
follow the major roadway analysis, where Tamana Drive and Mikan Drive would fall under
the minor roadway analysis. As part of this analysis, we looked at both the existing traffic
using these two roadways and also the 2040 Total Traffic scenario for the full buildout of
the University Towne Center. The following Advancing Volumes and right turn volumes
were used under the 2025 Existing and 2040 Total Traffic scenarios.
Tamana Drive & University Blvd:
The following right turn analysis was performed using the Deceleration Lanes for Right
Turning Vehicles from the City of Rexburg Transportation Master Plan for evaluation of a
westbound right turn lane at Tamana Drive under the 2025 Existing scenario.
2025 Existing Traffic Westbound Right Turn Lane: Does Warrant
Major Road Speed Limit = 45 MPH
AM Westbound Right Turn Volume = 1 vph
AM Highway Volume (Outside Lane Only) = 282 vph
PM Westbound Right Turn Volume = 27 vph
PM Highway Volume (Outside Lane Only) = 268 vph
Mikan Drive & University Blvd:
The following right turn analysis was performed using the Deceleration Lanes for Right
Turning Vehicles from the City of Rexburg Transportation Master Plan for evaluation of a
westbound right turn lane at Mikan Drive under the 2025 Existing and 2040 Total Traffic
scenario.
2025 Existing Traffic Westbound Right Turn Lane: Does Not Warrant
Major Road Speed Limit = 45 MPH
AM Eastbound Right Turn Volume = 1 vph

2040 Total Traffic Westbound Right Turn Lane: Does Warrant
Major Road Speed Limit = 45 MPH
AM Eastbound Right Turn Volume = 36 vph
AM Highway Volume (Outside Lane Only) = 365 vph
PM Eastbound Right Turn Volume = 44 vph
PM Highway Volume (Outside Lane Only) = 450 vph
Based on the Deceleration Lanes for Right Turning Vehicles from the City of Rexburg
Transportation Master Plan, if the number of vehicles making a right turn exceeds 5
vehicles during a peak hour, then a right turn lane is warranted. Therefore, a westbound
right turn lane is warranted at the Tamana Drive and University Blvd intersection under
the 2025 Existing scenario (without University Towne Center), based on the traffic volumes
illustrated in the original University Towne Center traffic impact study.
A westbound right turn lane is also warranted at the Mikan Drive and University Blvd
intersection under the 2040 Total Traffic scenario (with the University Towne Center),
based on the traffic volumes in the same study. This right turn lane would be needed with
the completion of Phase 3 of the University Towne Center project.
