Presentation:
Administrator Parkinson introduced the application, showing the location of the
property on the map on the screen, indicating that it is located near Iron Horse and John
Deere. He explained that the parcel is still a single parcel for now, and will be split if the
Conditional Use Permit (CUP) is approved. The applicant is seeking the CUP to allow
the development of a storage yard where some materials can be stored and sold, similar
to Cal Ranch or Valley Wide. Administrator Parkinson explained that although the
CUP might not be strictly necessary, the applicant requested to proceed to avoid any
future complications. Staff has reviewed and approved the request.
Commissioner Thackeray asked whether approving the Conditional Use Permit (CUP)
for the full parcel would allow outdoor storage across the entire lot after it was eventually
split. Administrator Parkinson responded that was correct, but did not see any issue,
noting that the area already contained multiple storage yards, including Builder’s First
Source and Rexburg Motor Sports. Commissioner Francis asked whether there were
limitations on what could be stored outdoors. Administrator Parkinson explained that
the CUP allowed outdoor storage of minor construction materials such as fencing,
panels, and animal feed, and that such yards were typically enclosed with privacy
fencing. He clarified that any more hazardous or different types of activities would
require a separate CUP. Commissioner Francis referenced a prior CUP near the
airport involving welding and light manufacturing and asked whether such activities
would be permitted under this request. Administrator Parkinson stated that
manufacturing required a distinct CUP and would not be allowed under the current
request. Vice Chairperson Kempton noted that the approving body could impose
conditions or safeguards if there were concerns. Administrator Parkinson emphasized
that the applicant was specifically requesting a storage yard for materials similar to those
found at Tractor Supply, Cal Ranch, or Valley Wide.
Commissioners discussed limiting the CUP to the portion of the property intended for
Tractor Supply. Administrator Parkinson confirmed that a condition could be added
specifying that the CUP applied only to the Tractor Supply development area. Several
Commissioners agreed that adding such a condition would be wise, and noted that any
future applicants wishing to use other portions of the parcel for similar purposes would
need to apply for their own CUP.
Commissioner Geddes asked whether storing animal feed outdoors might attract
animals to the site. Administrator Parkinson explained that the types of materials
stored would be similar to those displayed outside at Cal Ranch, such as hay, straw, and
bagged feed. He added that the area would be fenced, preventing animals from gaining

access. Commissioner Geddes noted past experiences with wildlife being attracted to
other properties, such as porcupines to car washes, but accepted the explanation that
fencing would mitigate such concerns. Administrator Parkinson stated that the
applicant would take necessary steps to protect their assets.
Vice Chairperson Kempton then invited the applicant to clarify any points. The
applicant, Charles Dunstan, stated that all perishable feed would be stored indoors, and
that outdoor storage—referred to as a fenced outdoor display—would be limited to items
too large for the sales floor, such as hay stored in a protected shed, propane tanks
permitted through proper channels, panels, and dog kennels.
Commissioner Muir asked about access into the property for deliveries. Administrator
Parkinson confirmed that access would come directly onto 12th West near the Tractor
Supply site and that final access details would be reviewed during either the plat or
building process.

Commissioner Discussion:
Commissioner Richards mentioned he was familiar with Tractor Supply stores in
Texas and reaffirmed that the outdoor storage is similar to other businesses mentioned.
He suggested that because the large parcel will be platted, that the CUP be limited to
only the Tractor Supply Company’s future lot that is to-be-determined.
MOTION: Motion to recommend City Council approve the Conditional Use Permit
for Tractor Supply Company’s retail storage yard, located at approximately 1201 S
12th W.
Action: Approve, Moved by Bruce Casper, Seconded by Brian Thackeray.
Commissioner Discussion on the Motion:
Commissioner Francis requested the original motion be conditionally permitted to only
Tractor Supply Company, not the entire parcel.

Commissioner Casper commented that this retail and storage yard is similar to the
nearby businesses.
Heads Up:
Administrator Parkinson touched on upcoming items, including a joint work meeting with City
Council to discuss proposed code changes on Wednesday, April 1st, a plat on March 19th, and a
rezone on Thursday, April 2nd.
