Approval of the P&Z Minutes for February 5, 2026 (Action) MOTION: Motion to approve the Planning & Zoning minutes for February 5, 2026 (Action) Action: Approve, Moved by McKay Francis, Seconded by Jim Lawrence. Commissioner Discussion on the Motion: None VOTE: Motion carried. (Summary: Yes = 8, No = 0, Abstain = 0). Plat – (25-00816) Monarch Located at Approx 230 W Moody Rd, – The application is to subdivide the parcel into 128 buildable lots on 11.18 acres- Jarem Brizzee (Action) Conflict of Interest/Ex party Conversation: Chairperson Smith asked the Commissioners to disclose any conflicts of interest or conversations held outside of this meeting relative to this particular subject. (208) 359-3020 35 North 1st East Rexburg, ID 83440 Rexburg.org | Engage.Rexburg.org Presentation: Administrator Parkinson introduced the plat and explained this application is to subdivide the parcel into 128 buildable lots on 11.18 acres Administrator Parkinson noted the exact location of the parcel was shown on the map on the screen, then Administrator Parkinson showed the plat map, including a playground area, canal, roads etc. Services will be available once the sewer line is installed but there are no services available at this time. Administrator Parkinson explained that since this was located in the area of impact, the recommendation would be made to the County Commissioners rather than the City Council and the County Commissioners would make the final decision on the plat. The group reviewed the city limit boundaries. Commissioners questioned the property not having a second egress, connecting to water, sidewalk connectivity, road improvements and canal requirements. Administrator Parkinson confirmed that the fire department has signed off on the plans, he believes the townhomes will be sprinkled, the development will have to connect to the water line at the end of the Church’s property, sidewalk connectivity will be required from this development to 2nd E, road improvements have been discussed and approved by Public Works, and an agreement has been made with the canal companies. Administrator Parkinson stated that the property was zoned as Medium Density Residential 1 (MDR1) which would allow up to sixteen (16) units to the acre. He confirmed that they meet the lot coverage and snow storage requirements, and the infrastructure has been approved. The applicant’s representative, John Shyherd, added that the neighboring land is currently vacant and they tried to acquire it in order to put in a second egress and avoid having to install fire suppression. He mentioned that if the owner changes their mind, and they acquire the land, he will be amending the plat to add the second exit. He mentioned that these townhomes would be built out of a similar product to the Temple, like a concrete structure, which makes them fire resistant. MOTION: Motion to recommend to Madison County Commissioners to approve the plat (25-00816) Monarch Located at Approx 230 W Moody Rd, to subdivide the parcel into 128 buildable lots on 11.18 acres.
