City of Rexburg: Public Education Proposal
Overview
Portman Square Group proposes a strategic partnership with the City of Rexburg to
execute a fact-based public education effort to support the City’s May 2026 bond
election.
Our role is to:
● Support a robust, compliant public education campaign that clearly explains the
“why,” the “what,” and the “what if we do nothing” of the police station proposal
● All activities will be designed to comply with Idaho’s Public Integrity in Elections
Act and will focus on education, transparency, and engagement
Description
The Rexburg City Council has voted to move forward with a revised police facility bond
and place the measure on the ballot. This phase will deliver a focused, fact-based public
education campaign from campaign launch through Election Day.
This phase reflects both voter feedback and Council direction and is designed to clearly
explain how the proposal has been refined in response to resident concerns, particularly
around property taxes, while adhering to Idaho’s Public Integrity in Elections Act.
The campaign will ensure residents clearly understand:
● The current condition and limitations of the existing police facility
● What has changed in the revised proposal and why
● The financial structure of the bond, including tax impacts, timing, and interaction
with other bonds and levies
Objectives
1. Increase awareness and understanding of the revised bond proposal
2. Directly address the most common concerns identified through the survey process

3. Reinforce trust by clearly demonstrating how community feedback informed
changes to scope, cost, and timing
4. Encourage voter participation
5. Ensure all communications remain factual, transparent, and legally compliant
Key Activities
1. Develop a communications and messaging plan aligned with survey findings,
Council direction, and adopted bond language
2. Create content for digital platforms, printed materials, and public presentations
3. Produce educational collateral (fact sheets, FAQs, signage, mailers)
4. Support city-led public meetings with tailored messaging and materials
5. Support media and partner outreach
6. Provide ongoing consulting and message guidance through election

● Key messages, FAQs, and internal guidance for City leadership
● Full suite of print- and digital-ready educational materials
● Educational video script and deployment guidance
● Project website content and structure recommendations
Roles & Responsibilities
● PSG will provide web content for use on the City’s website. Content will be
uploaded and maintained by City staff.
● PSG will develop responses to citizen concerns raised on digital and other
platforms. Content will be posted on City social media assets by City staff.
● Video will be produced by City staff (or its delegates).
● Print and mailing costs will be the responsibility of the City.
● All content (digital or otherwise) will be reviewed and approved by City legal staff
prior to distribution.

Estimated Budget
● Professional Services:
○ Not to exceed $19,900
● Direct Costs (only as requested by client and billed at cost with prior approval):
○ Paid digital promotion, if desired
○ Project-related travel, if required
