Drunk and Drugged Driving (3D; Prevention Month 1998
WHEREAS, motor vehicle clashes kill. over 40,000 people and
injure 3 millior_ every year, at a cost to society of some $150
billion annually; and
WHEREAS, alcohol-related crashes acr_ount fo.r approximately 40
percent of those deaths and-rzjuries; and
WHEREAS, for thousands or farm:lie, across the nation, the
December holidays ar_e ~. sad ~4.ime*_o remember loved ones they
lost to an impaired driver d.t~.rinu a previous holiday season;
and
WHEREAS, community--rased programs involving consumer
education, effective laws, grid strong law enforcement have
been proven to be successful in reducing impaired driving; and
WHEREAS, organizations frc•m ~>ver_~: state are joining together
for Strenctthen.ing SafE.::omn~unii_i ~~5 t.his December by supporting
anti-impaired driving prc7rams a:~d policies; and
WHEREAS, the C_it,,T of Relcbur~~~ i s a partner in that effort to
make our roads acid Streets s~{frt; and.
WHEREAS, in the State of ~!:daho in 1997, lost 259 people to
fatal accidents and 4GQ of t;.osE: fatalities involved alcohol
or drugs, a 25% increase rrom 1996; and
WHEREAS, in tl'ie State of.' lc,7ar~.o in :997, there were 1, 776
fatal or injury accidents ~_:Livc_7ljring~ alcohol or drugs and
29a of those accidents involved yo~_ith 19 and under; and
WHEREAS, in the City of t~e~:burg in J,997, there were 26 DUI
arrests, 2 Drunk in ~'u1~%ic, anca 1.:~3 h:~.:~uor Law Violations; and

WHEREAS, in the City of Rexburg in 1998, in an 11 month
period, there have been 39 DUI arrests, and 174 Liquor Law
Violations. An increase in DUI arrests of 5000 on Juveniles
and better than 25a increase in DUI's on adults from the 1997
figures .
WHEREAS, the City of Rexburg is a partner in that effort to
make our roads and streets safer, along with the Rexburg
Police Department; and
NOW, THEREFORE, the mayor of Rexburg and the city council do
hereby proclaim December 1998 as Drunk and Drugged Driving
(3D) Prevention Month in the City of Rexburg and do hereby
call upon all citizens, government agencies, business leaders,
hospitals, schools, and public private institutions in the
City of Rexburg to promote awareness of the impaired driving
problem, to support programs and policies to reduce the
incidents of impaired driving, to promote safer and healthier
behaviors regarding the use of alcohol and other drugs, and to
provide opportunities for all to participate in Strengthening
Safe Communities this December holiday season.
