I can see a lot of traffic tearing through our subdivision but I guess that is life.We will have
to install multiple speed bumps to slow down the traffic.

Last night at the hearing I stated, and Alan Parkinson appeared to agree, that having the
LDR3 zoning in the Intermediate Residential category in the Comprehensive Plan (see page
59 of the Comp. Plan)was an error. However, as I have read more, it appears that the
intent was to have LDR3 in the Intermediate Residential category(see page 55 of the
Comp. Plan). However if you read the "category" paragraph for"Intermediate Residential"
on page 55, it does not appear that the Birch (Diaz) Property development meets the intent
of the Intermediate Residential category. The paragraph states that intermediate
residential is for areas "...between low and high residential areas and other more intense
uses such as commercial and mixed-use. These areas are intended to develop as
complete neighborhoods, with small-scale services and public amenities within walking
distance."
It does not appear that the Birch (Diaz) development meets this intent. The argument
should be made that LDR3 is not appropriate for this area, and consequently revising the
Comprehensive Plan to categorize part of the property as Intermediate Residential would
not be necessary.

Last night's P&Z Public Hearing approved changing the city's Comprehensive Plan for the
eastern fourth of the horse pasture to be Intermediate Residential so it could be
rezoned to LDR3 for townhomes next to the freeway. Tomorrow, (Dec 17) the City Council
will meet to decide whether to accept P&Z's recommendation.
We met the developer, Marco Diaz. He told us privately he will buy the John Steiner
property for more housing development and to put a bridge over the Rexburg canal for a
road to connect the horse pasture with Twisted Willow Drive in the Willowbrook
subdivision.
