5. Plat – (25-00802) – Valley View Division No 6 – Plat Amendment – Located along
Westwood Dr., the application is to combine 3 lots into 2, reducing the total number of
lots within the existing plat. – Cortney Liddiard (Action)

Conflict of Interest/Ex parte Conversation: Chairperson Smith asked the
Commissioners to disclose any conflicts of interest or conversations held outside of this
meeting relative to this particular subject.
Presentation:
Planning and Zoning Administrator Parkinson began by showing the property
location on the map. He explained that the applicant is requesting to amend the plat,
combining three lots into two, which will decrease the total number of lots within the
original plat. He stated that the application meets all Staff’s requirements, Staff has
approved the request and recommends that the Planning & Zoning Commission
recommend to City Council the approval of the plat amendment.
Commissioner Smith commented that there has been a lot of dirt moved on the lots
and inquired about when the owners decided to make nicer lots. Administrator
Parkinson explained that two single family residences are to be built by a son/father-in-
law and they wanted to be sure that they could legally sell them separately, when that
time comes. He confirmed that the new lots meet the minimum lot size.
Commissioner Hanna asked if about ownership and who the applicants were.
Administrator Parkinson replied that the owner is the applicant. Commissioner Muir
asked where the new lot boundaries would be. Administrator Parkinson showed the
plat amendment on the screen, indicating that the middle lot would be split about in the
middle. Commissioner Kempton found the original plat and zone change and asked if
either of those would be updated by this amendment. Administrator Parkinson
reported that only the plat amendment would be up for decision.
Commissioner Hanna inquired about the size of the lots. Administrator Parkinson
showed the map, answering the lots were approximately .42 acres each prior to the
amendment and explained that many people in this area buy multiple lots to build
across.
Commissioner Francis questioned why this application was presented to Planning and
Zoning rather than being processed administratively. Administrator Parkinson
discussed the differences between lot line adjustments, lot combinations, and lot splits
and adjustments to plats. He stated that where the dynamics of the plat were changing,
it is helpful to have record of those changes.
Commissioner Thackeray asked if there was any reason to not approve the
application. Administrator Parkinson replied that he was not aware of anything, unless
someone provides a valid reason. Commissioner Smith commented that the
application supports the size of homes in this area and keeps it consistent with the
neighboring homes.
