HomeMy WebLinkAboutRexburg, TO 001, SS4A Action Plan, ATTM A, Keller SOW, 2025-08-14City of Rexburg Task Order 001, Attachment A SS4A Comprehensive Action Plan Keller Associates’ Scope of Work Version 1, August 14, 2025 Page 1 of 4 ATTACHMENT A KELLER ASSOCIATES’ SCOPE OF WORK for the CITY OF REXBURG’S SS4A COMPREHENSIVE ACTION PLAN BACKGROUND The City of Rexburg (“City”, “Client”) received a Safe Streets and Roads for All (“SS4A”) Grant to develop a comprehensive safety action plan (“Plan”) and has entered into an agreement with the US Department of Transpiration’s Federal Highway Administration (“FHWA”). The SS4A Grant Amount is $240,000 and includes an additional In-Kind Match of $60,000. The agreement requires the Plan to be completed by March 31, 2027. The City has selected Keller Associates to develop the Plan. The City has identified significant safety concerns, especially along key roadways US-20 and 2nd East, which have seen serious injuries and fatalities. To enhance safety, this Plan will focus on reducing roadway fatalities and serious injuries by employing low-cost, high-impact strategies across the City on both City- and State-owned roadways. The Plan will be data-driven, involving collaboration with various public and private stakeholders, and will incorporate innovations and technologies to improve safety and equity. A significant aspect of the Plan is addressing the needs of underserved communities, particularly those affect by poverty. By focusing on equitable solutions, the City aims to ensure that all residents, including the 22% living in disadvantaged circumstances, benefit from improved safety measures. The Plan will guide future development and strengthen the City’s ability to secure future funding for critical safety enhancements. Once the Plan is completed and adopted by the City, the City will be eligible to submit for future SS4A Implementation Grant or a Planning and Demonstration Grant. Previous grant applications for the Implementation Grant or a Planning and Demonstration Grant required the comprehensive safety action plan to address the following items: Minimum items that had to be addressed in the comprehensive safety action plan: 1. Safety Analysis – the Plan must include all of the following: ▪ Analysis of existing conditions and historical trends to provide a baseline level of crashes involving fatalities and serious injuries across the jurisdiction, locality, Tribe, or region; ▪ Analysis of the location(s) of crashes, the severity, contributing factors, and crash types; ▪ Analysis of systemic and specific safety needs, as needed (e.g., high-risk road features or specific safety needs of relevant road users); and, ▪ A geospatial identification (geographic or locational data using maps) of higher risk locations. 2. Strategy and Project Selections – the Plan identifies a comprehensive set of projects and strategies to address safety problems, with information about time ranges when projects and strategies will be deployed, and an explanation of project prioritization criteria. 3. Action Plan Date – the Plan finalized within the eligibility date. It is assumed that the Plan must be finalized by June 2026 in order to be eligible for the future SS4A grant cycle. Leadership Commitment and Goal Setting – the Plan must include both of the following: ▪ The jurisdiction publicly committed to an eventual goal of zero roadway fatalities and serious injuries; and ▪ The commitment includes either setting a target date to reach zero OR setting one or more targets to achieve a reduction in roadway fatalities and serious injuries by a specific date. 5. Planning Structure – a committee, task force, implementation group, or similar body established and charged with the plan’s development, implementation, and monitoring. 6. Engagement and Collaboration – the Plan includes ALL of the following activities: ▪ Engagement with the public and relevant stakeholders, including the private sector and community groups; ▪ Incorporation of information received from the engagement and collaboration into the plan; and ▪ Coordination that included inter- and intra-governmental cooperation and collaboration, as appropriate. 7. Policy and Process Changes – the Plan including the following activities: ▪ The plan included an assessment of current policies, plans, guidelines, and/or standards to identify opportunities to improve how processes prioritize safety; and ▪ The plan discusses implementation through the adoption of revised or new policies, guidelines, and/or standards. 8. Progress and Transparency – the Plan including the following activities: ▪ A description of how progress will be measured over time that includes, at a minimum, outcome data. ▪ The plan is posted publicly online. ASSUMPTIONS • This agreement is with the Standard Simplified Acquisition Threshold (<$250,000) which allows for lump sum contracting (41 USC § 134). • The City’s $60,000 In-Kind match will consist of time spent managing this agreement, steering committee participation, public involvement activities, and procurement of traffic count data. • The City will create a steering committee charged with overseeing the development of the Plan. The steering committee should include City elected officials and staff, representatives for Idaho Transportation Department and Brigham Young University-Idaho, Madison School District #321 and busing company, representatives from bike and pedestrian organizations, and concerned citizens. • The City will lead all correspondence and reporting with FHWA required in the grant agreement. • The City to publish the final Plan to the City’s website for public access. City of Rexburg Task Order 001, Attachment A SS4A Comprehensive Action Plan Keller Associates’ Scope of Work Version 1, August 14, 2025 Page 3 of 4 SCOPE OF WORK Keller Associates and subconsultant DKS (Keller Team) will complete the SS4A Comprehensive Action Plan. The Plan will include the eight items identified from the previous SS4A Implementation Grant or a Planning and Demonstration Grant (listed above). The Plan will be completed and submitted to the City by June 15, 2026 with the anticipated project schedule as follows: The development of the Plan will be completed for a lump sum fee of $240,000 which will include all costs and include the following activities and fee breakdown: Task 1: Project Administration | $24,000 • Provide general project administration services including contract administration, project accounting, progress reports, scheduling, and internal project administration. • Develop a Request for Information from the City. Task 2: Safety Analysis & GIS | $32,000 • Gather and analyze crash data, traffic volumes, previously completed studies, and pedestrian/bicycle activity. • Identify safety trends and high-risk locations. • Evaluate equity impacts using tools such as EJScreen. • Evaluate City current development policies and standards that affect roadway safety. Task 3: Countermeasure Development | $40,000 • Development countermeasures for up to 20 locations. • Estimate probable construction cost at each location. • For each location, development “Project Cut Sheet” that documents safety concerns, recommended countermeasures, and estimated probable cost. Task 4: Action Plan Creation | $19,000 • Prepare draft Plan for Steering Committee Review and possibly FHWA review (if required). • Plan to include Plan goals, Safety Analysis, GIS Mapping and Figures, Countermeasure Evaluations, Project Cut Sheets, and Steering Committee and Public Engagement Summary • Incorporate feedback and finalize the plan. Task 5: Steer Committee Coordination & City Council Presentations | $15,000 • Attend two city council meetings. The first meeting will introduce this contract and outline the tasks of the contract and Plan requirements. The second meeting will present the final Plan for City Council adoption. • Attend up to six steering committee meetings. Prepare agenda and meeting materials. Present materials to the committee. Task 6: Public Involvement Support | $10,000 • Attend two public meetings with the City. • Prepare informational displays and comment forms. • Analyze and compile received comments. Task 7: Concept Design | $100,000 • Upon the completion of the countermeasures and cut sheets for the 20 locations, the City Engineering Staff will evaluate which locations to advance to concept design. At least 5 locations will be advanced. • The concept design of each location is anticipated to be a level of design completeness of 15-30%. • A survey basemap will be created by the use of a drone equipped with PhoDAR imagery equipment for each selected location. Utilities will not be map other than utilizing the City’s GIS utility maps and showing utilities that are above ground. • To scale drawings will be created that depict the countermeasure improvements. • Opinion of Probable Construction Costs will be refined for each concept design location.
