Meeting Minutes – July 30, 2025
Attendance
Members: Dustin Parkinson, JC Weber, Robert Chambers, and Randall Porter
Members via Zoom: William Riggins, Traci Peterson
City of Rexburg: Scott Miller and Mayor Jerry Merrill, and Matt Nielsen (via Zoom)
Administration: Leslie Giles (via Zoom)
1. Welcome
Chairman William Riggins called the meeting to order.
2. Administrative Items
a. The July 16th, 2025, Meeting Minutes will be reviewed at the next meeting.
b. The following invoice was submitted for board approval:
a. Standard Journal: $213.80
JC Weber made a motion to approve the invoice. The second motion was made by Randall
Porter. The motion passed unanimously with all members saying “aye”.
3. Downtown District
Matt Nielsen shared the counter proposal given by Madison School District for the purchase
of 5.75 acres located at 30 N. 1st W. The counter proposal of 9 million was higher than
original proposal given by RURA of 7 million with Madison Schol District paying for up to
$500,000 of the demolition. Matt Nielsen shared URA finances, including property tax
analyses, and possible options for the parking needed in the downtown area. Board members
discussed the appraised value of the land and concerns the property on the free market. JC
Weber excused himself from discussions involving the new proposal and from voting.
Dustin Parkinson made a motion to offer a new proposal of 7million dollars for the 5.75-acre
property at 30 N. 1st W. and sit-down public meeting with the Madison School Board. Robert
Chambers made a second motion. The motion passed unanimously with all members saying
“aye”.
4. General Discussion
The next regular meeting will be August 20, 2025.
