Mr. Beard,
On behalf of Method Studio, thank you for your consideration of our fee proposal for programming and
design services for the City of Rexburg Water Department Building Renovation in Rexburg, ID. We want
to thank you personally, as well as the City of Rexburg Public Works Department and the office of Mayor
Merril, for your trust and support. Please know that our team is fully committed to making this project a
success for the City and the Public Works / Water Department. We are proud of our long track record of
negotiating fair fees – please contact us if you have any questions or comments regarding the proposal
as outlined on the following pages. We welcome an opportunity to discuss these details with you at your
convenience.
SCOPE OF WORK & PROPOSED FEES SUMMARY
Project Overview
The Total Project Budget is anticipated to be $1,220,000, with approximately $1,100,000 for
construction. It is anticipated that the project will include a 3-bay addition to the west of the storage
portion of the building (built in the year 2000). We anticipate each bay to be approximately 16’ wide by
60’ long (approx. 3,000 sf of tall bay space). The project also consists of a complete interior renovation
of the older offices in the building, built in 1980. We understand the 1980 building to be approximately
1,600 sf and the 2000 addition to be approximately 4,750 sf.
Scope of Work:
Building Expansion: Addition of three car/overhead door bays to the west of the existing
structure, designed for a drive-through configuration accommodating a truck and trailer. This
addition will take priority.
Office Renovation: Full gut and renovation of the older section of the building, including:
o New HVAC system
o Replacement windows and addition of larger windows
o Additional insulation
o New break room/conference room, roughly 26’x26’

o Office space and workstations for 10 personnel (no reception needed)
o 2 offices that can be fully closed for the Foreman and Assistant Foreman
o Necessary ADA upgrades
o Roof replacement
o Possible enclosure of exterior space between existing buildings for document storage
or restrooms
o Upgrade of existing restrooms
o Addition of Unisex Restroom in the shop area that includes a shower.
Utility rerouting as necessary
Seismic evaluation and structural upgrades (addressing cracks in block walls)
Reconfiguration of storage areas to enhance functionality
Exterior painting, new siding and exterior repairs.
Possible entry enhancements (adding coverings to replace temporary canopies for snow/ice
protection)
Civil grading
FULL ARCHITECTURAL AND ENGINEERING SCOPE
The scope of work requires full architectural and engineering, with basic services to include
Programming & Conceptual Design (PG Phase), Schematic Design (SD Phase), Design Development
(DD Phase), Construction Documentation (CD Phase), Bidding / Contract Negotiations support (BN),
Construction Administration (CA), and Project Closeout (PC).
Architectural 2D and 3D “sketches” will be provided as needed at no cost. Cloud-based 3D modeling
(BIM) via Revit software is our standard approach, and electronic files can be shared with Rexburg City
upon request. Additional photo-realistic renderings can be provided upon request at $2,500 per
rendering.
Additional scope required for this unique project:
- As-built verification of existing conditions & available record drawings will be an important part
of the scope of work. We understand that the scope of work will require our team to develop as-
built drawings for the project area based on preliminary drawings provided by the city of
Rexburg.
- Topographic & Boundary Surveys as required for site design and permitting.

Reimbursable Expenses:
We intend to service this project from our Rexburg office and provide all files in a digital/electronic
format. As such, we anticipate travel expenses to/from meetings will be limited to keep costs down as
much as possible. However, there will be some travel for key members of our team coming from Salt
Lake City as needed for in-person meetings/presentations. If travel is necessary, Method Studio will
request approval before solidifying any arrangements. Any required reimbursable expenses (travel,
printing, etc.) will be billed separately at cost + 10%.
Exclusions:
Services/Items listed below MAY BE REQUIRED BUT ARE NOT INCLUDED in this proposal, and are
to be provided by the Owner or others if/when applicable:
Note: This list is not intended to be a comprehensive list of exclusions as other atypical or
extraordinary project requirements are also excluded, unless noted otherwise.
Note: Upon request Method Studio can help arrange fee proposals for many of these services on
behalf of the Owner.
Services in BOLD are recommended at this phase to help with planning and more accurate cost estimating.
Any additional services requiring more in-depth design work can be addressed with additional fees, as
necessary. We will not proceed with the work without your prior approval. Any additional work beyond the
base scope will be billed at the hourly rates at the end of this document.

Gentlemen:
This letter is written at your request for a proposal to provide the structural engineering services
for the City of Rexburg Water Department Renovation. This is described as a 3 bay addition to
the west of the existing masonry structure with anticipated construction of concrete spread
foundations, masonry walls and wood truss roof.
1. Structural design of the addition building structure including footing and foundations,
floor and roof framing, lateral force resisting systems, structural connections, and
support framing.
2. Structural design will be based on the 2018 International Building Code.
3. Attend design coordination meetings and other meetings as required.
4. Prepare structural contract documents and provide electronic copies at the end of
schematic design, design development, and construction document phases of the
project using Autodesk Revit.
5. Review the structural portion of the specifications to be provided by your office and
redline as required for compliance with the design intent.
6. Assist with bidding and contract administration as required. This will include site
observations as needed.
7. Review the applicable structural shop drawings.
8. Review cracks in the existing building and recommend repair.
9. Renovate existing 1970s building including new openings and infilling open space
between 1970s and 2000 addition.
10. Demolish and replace 1970s portion with a new structure.

It is anticipated that the budget for the project to be around $1,100,000. It is proposed to
provide the above-outlined services for the building for a fixed fee broken out:
Items 1-7 $5,800
Item 8 $ 500

Item 10 0.6% of cost of building

Engineering Services Proposal for
Rexburg Water Department Building Renovation and Addition

Dear Scott,
Thank you for asking ESA to provide this proposal for engineering services. This letter outlines the
scope, fees, and schedule for the above referenced project. The proposed scope is based on your email
request and a visit to the site.
Scope
Per your email, the scope includes the following:
• Building Expansion: Addition of three car/overhead door bays to the west of the existing
structure, designed for a drive-through configuration accommodating a truck and trailer
(approximately 2,100 sq-ft).
• Office Renovation: Full gut and renovation of the older section of the building, including:
o New HVAC system
o New break room/conference room
o Office space and workstations for 11 personnel (no reception needed)
o Necessary ADA upgrades
o Possible enclosure of exterior space between existing buildings for document storage
or restrooms
• Utility rerouting as necessary
• Reconfiguration of storage areas to enhance functionality
• Possible entry enhancements (adding coverings to replace temporary canopies for snow/ice
protection)
• Additional Consideration: Demolishing the existing 1970s-era office building and
constructing a replacement structure
The mechanical and plumbing scope has 3 parts:
1. Shop addition: Provide gas-fired heaters in shop area. Include a hose bibb, compressed air,
and floor drains. The drains will be connected to an oil and sand separator. The existing bay
floor drains are not connected to a separator. They may need to be revised to go to the new
tank. The water and compressed air will connect to the existing shop.

2. Office renovation: Replace the existing gas-fired furnaces, ductwork, etc with new. This may
be rooftop unit(s) or furnace(s). It includes exhaust for the toilet and break room. Plumbing
includes water, waste and vent piping for replacing the existing plumbing fixtures with ADA
type. It is assumed that a fire protection system is not required. There are two (2) water
heaters that may be replaced.
3. Office demo and rebuild: This scope includes new HVAC and plumbing systems. This would
also include a performance specification for a fire sprinkler system.
Services
1. Design Services include the following:
a. Preparation of the mechanical and plumbing plans and specifications.
b. General notes for fire sprinkler modifications (if required).
c. Provide COMcheck report.
d. Respond to RFI’s during the bidding process.
e. Respond to comments for permitting.
2. Construction Administration includes the following:
a. Respond to RFI’s during construction.
b. Review submittals and shop drawings.
c. Two (2) to three (3) jobsite visits with reports during construction.
Corresponding Fee
The engineering service fees will be a lump sum for each option:
1. Shop: Two Thousand Five Hundred ($2,500)
2. Office Renovation: Four Thousand Five Hundred ($4,500)
3. New Office: Three Thousand Nine Hundred ($3,900)
Schedule
Work will commence after receiving the signed proposal and electronic floor plans. The tentative
schedule is as follows:

Assumptions and Exclusions
The assumptions and exclusions are as follows:
- Plumbing work connects to existing.
- Fire sprinkler scope is not included for an office renovation.
- Opinion of probable cost is not included.
- Record drawings are not included.
- Drawings will be in AutoCAD format and submitted in PDF format.
- Additional services will be billed hourly per the included rate table.
Liability to Engineered Systems Associates is limited to the amount of the fee stated in this letter. If
the above is acceptable, please send a signed copy of this letter.

Option #1: New ~1,200 SF Building expansion garage with (3) drive-thru bays.

Mechanical and Owner provided equipment. interior/exterior & egress lighting and lighting Comcheck,
Site lighting photometrics and design as required.
Rough-in Only for Low Voltage systems; Data Cabling, access control and security systems as
defined by Owner.
Schematic Fire Alarm System Design as required
Bidding: Responding to contractor questions preparing any applicable addendum etc.

Design and Specification of components, cabling, infrastructure, distribution and equipment for Sound

If I understand the project correctly the addition on the west end will require the most re-
grading for tie in purposes to the building and the existing asphalt and westerly curb and
gutter. I believe for the other additions that are described the grading will be minor. I would
assume that that a complete site topographic survey would be needed in order to locate
the building so that the additions mentioned can be shown in relation to the existing
structures. Below is what we would estimate to do the following:
1. Topographic Survey/Base Line File and Surface of Existing Site- $4,500
a. This is tying the site to the property but does not include a boundary survey or
record of survey
2. Civil Engineering for West Addition Grading - $4,200
a. Tying into existing asphalt and grading near the addition
3. Demolition of Old Structure on East and New Structure Grading - $2,200 (This is
assuming tying back into existing asphalt)
4. Project Coordination/Meetings with Project Lead or Team -$750
As you mentioned in your email… if they decide to renovate more of the site we can look
