December 3, 2024, An application was received for a plat from Sadie Smith and Susan Dillingham from TAIT & Associates Inc. 2. December 3, 2024, Application paperwork was complete. 3. December 11, 2024, Payment was received for the application. 4. December 11, 2024, Infrastructure plan reviews were initiated. 5. December 11, 2024, Plat reviews were initiated. 6. May 7, 2025, Infrastructure plans were approved with conditions by staff. 7. March 5, 2025, Plat was approved by staff. 8. April 30, 2025, Plat was submitted to the County Surveyor for review. 9. May 12, 2025, The County Surveyor approved the plat. 10. May 19, 2025, Staff Report was completed. 11. May 22, 2025, 2025, the application was presented to the Planning & Zoning Commission. PLAT – (24-01086) Squires Subdivision Div No 3 (Rexburg WinCo Foods) – Plat – Located at approximately 350 E Moody Rd, the application is to subdivide the parcel into 4 additional lots. – Sadie Smith and Susan Dillingham (Action) Conflict of Interest/Ex parte Conversation: Chairperson Smith asked the Commissioners to disclose any conflicts of interest or conversations held outside of this meeting relative to this particular subject. Presentation: Planning and Zoning Administrator Parkinson presented the application, showing the proposed plat and the location on the map. He explained that the shape of the parcel on the map doesn’t match the plat, but the deed has been corrected, it just hasn’t been updated on the map yet. The applicant has met with staff several times, the application meets the staff’s requirements, and the city can provide services to them. Commissioner Richards asked for clarification on the detention pond. Administrator Parkinson showed that it is located next to lot 5. The group discussed potential accesses, with expected accesses off of Moody Rd and right-in right-out access off of 2nd E. Administrator Parkinson replied they have. Commissioner Richards said he had reviewed the plans and thinks this will make a great addition to the city. Discussion circled back to the accesses. Commissioner Muir asked for the surrounding zones. Administrator Parkinson replied that the majority is Community Business Center (CBC) until Valleywide, then it is Industrial. Commissioner Discussion: none MOTION: Motion to recommend City Council approve the Squires Subdivision Div. No. 3 plat as it meets zoning, engineering and the growth in this part of Rexburg. Action: Approve, Moved by Aaron Richards, Seconded by Vanessa Johnson. Commissioner Discussion on the Motion: VOTE: Motion carried. (Summary: Yes= 6, No = 0, Abstain = 0). Planning & Zoning recommendation to approve the Squires Subdivision No 3 (Rexburg WinCo Foods) Plat at approximately 350 E Moody Rd, the application is to subdivide the parcel into 4 additional lots #24-01086 – Alan Parkinson Action Item P&Z Administrator Parkinson reviewed explained the property is located just south of the existing Walmart. He noted that the property was correctly shown on the Plat, although the parcel viewer had not yet been updated to reflect recent changes. The original deed had been recorded incorrectly, but the issue had been resolved. The correct deed had been sent to the city, and although the GIS system had not yet been updated, the Plat and deed are now consistent. He pointed out a small jog on the east side of the property as shown on the updated Plat. They confirmed that the correction had been made and that the updated documentation aligned with all requirements. (208) 359-3020 35 North 1st East Rexburg, ID 83440 Rexburg.org | Engage.Rexburg.org P&Z Administrator Parkinson said City Staff have reviewed the proposal and provided the necessary development requirements for the applicant. The applicant had met all those requirements. City Staff confirmed that the property could be serviced with both sewer and water and that the proposed road designs had been reviewed and approved. All the required infrastructure has been designed and is ready for implementation. The Planning and Zoning Commission has reviewed the application and recommended it to the City Council for approval. Council Member E. Erickson mentioned the entrance onto 2nd East. P&Z Administrator Parkinson confirmed that the entrance was a right-in, right-out only, drivers could not make left turns. That was the only reason the entrance was allowed. Additionally, a connection was going to be built that would connect to Stationery Place Road. P&Z Administrator Parkinson further clarified the road connections for the proposed Plat. The connection would run along the property on the corner. It would bring traffic to Stationery Place Road. There will be two or three connections that would lead back onto Moody Road, which would likely become the main access point for the store. The store was planned to sit close to the back of the property. He added that three other lots have been created in that area. Those lots were expected to be sold to other developers.
