April 28, 2025, Staff reviews were approved. May 19, 2025, Staff Report was completed. May 2, 2025, Notice was sent to the newspaper to be published May 2, 2025, May 16, 2025, and May 23, 2025, and June 13, 2025. May 19, 2025, Notice was mailed to surrounding property owners within 350’ for the Planning & Zoning hearing. May 19, 2025, Notice was mailed to surrounding property owners within 350’ for the City Council hearing. May 22, 2025, Notice was posted on the property for both hearings. June 5, 2025, the application was presented to the Planning & Zoning Commission. Public Hearing – (25-00318) McFarland – 1036 McJon Ln – Annexation – Located at 1036 McJon Ln, the application is to annex the property into the City of Rexburg. – James McFarland (Action) Conflict of Interest/Ex parte Conversation: Chairperson Smith asked the Commissioners to disclose any conflicts of interest or conversations held outside of this meeting relative to this particular subject. Presentation: Planning and Zoning Administrator Parkinson explained that the location of the parcel is north of Pine Brook Subdivision. A new house is being built, and the Health Department is not allowing the owner to connect to the existing septic system and is requiring connection to city services since it is within 300’ of the line. The City requires a property be annexed if services are being provided. Chairperson Smith opened the public input portion of the hearing at 6:34 pm. Commissioner Discussion: The Commission further discussed the reason for the annexation, and Commissioner Richards asked if the main line was located on McJon Ln. Administrator Parkinson confirmed the location. Commissioner Muir inquired about the zoning. Administrator Parkinson answered the zone would stay the same as there was no request to change it. MOTION: Motion to recommend City Council approve the annexation request of 1036 McJon Ln due to county sewer requirements and its adjacency to existing city sewer infrastructure. Action: Approve, Moved by Aaron Richards, Seconded by Sally Smith. Commissioner Discussion on the Motion: none VOTE: Motion carried. (Summary: Yes= 8, No = 0, Abstain = 0).
