Historical Preservation Commission Minutes
April 9, 2025

1. Roll Call of Commission Members: Chair Empey, Krickett Mounts, Vice Chair L. Jones, David Jones,
and Historian/Secretary Patten.
City representatives: City Liaison Tietjen
Not in attendance: Rick Robinson, Ronny Nowland, Ali Rockwood, Jed Platt and Councilman
Chambers.
1. Commission Chair Empey welcomed committee and asked for approval of minutes from January
meeting. No changes to minutes were indicated. Minutes approved by vote.
2. Historian Patten shared update on monuments image usage from hmdb.org and jacobbarlow.com .
Use approved for city list with citation; if needed for-profit or distribution, seek further permissions.
3. City Liaison Tietjen said for social presence go through city and use museum’s email for contact.
Commission member Kricket Mounts will create content and pictures to add to city website.
4. The hierarchy of city organizations clarified, with Mayor, City Council, then department heads. Jed
Platt is director of cultural arts, then City Liaison Tietjen, with Historic Preservation Commission under
their direction.
5. Chair Empey reports Urban Renewal voted to put a bid on Madison district office building, including
Old Seminary building. Commission interested in seeing flood museum in Seminary building space.
Chair Empey will reach out to Councilman Robert Chambers for more details.
6. Commission member D. Jones refers to Rexburg as “Miracle mile” and “mouth of vacation land,” and
reminded commission of the importance of visitors and tourism to our city.
7. Vice L. Jones suggested providing consulting on historic buildings as a free service. Commission
member Kricket Mounts suggests people want to make chnages but may not know how to do it to
keep with historical accuracy. Vice L. Jones will create proposal for Chamber President and find out
what grant/loan program the city offers to help fix buildings.
8. Historian Patten discussed opportunities for attending in-person and online CIMA (Conference of
Inter-Mountain Archivists) in Boise in May, including a preservation walking tour.
9. Commission member Rick Robinson (not in attendance) requested commission meet for a lunch
meeting time, motion approved by vote for 12:45 in back conference room at City Hall.
10. City Liaison Tietjen suggested historical research work on pump house and present findings to city
council. The stone for the pump house was the same stone used for the tabernacle. Vice L. Jones asked
Historian Patten how to research pump house history. Question deferred to City Liaison Tietjen, who
suggested starting with Louis Clements’ book on early businesses and to also look at the Snake River
Echoes online.S
11. Secretary Patten asked about BOR signage and plans for Teton Dam anniversary. City Liaison Tietjen
said it will close May 1st and reopen with ribbon cutting June 2026.
2. Adjournment: Next meeting May 14 @ 12:45 pm (notice time change and plan for commission
group photo for website content)
