ADA Advisory Board Minutes- July 9, 2024

1. 5:10 Roll Call of Board
2. Present: Natalie Clark, Daniel Harrington, Laura Rawson, Neveah Bright, Becky
Harrington.
3. Introduction of visitors, Kelly Wadsworth-Madison Health, Terri Hill-City of
Rexburg, Val Sturem-interpreter.
4. Excused-Councilman Mikel Walker and Staff Liaison, Deborah Lovejoy
5. Motion to approve minutes from June 25, 2024, meeting was made by Laura
Rawson and seconded by Natalie Clark.
6. Discussion of what constitutes a Service Animal-handout from ADA.Gov US
Department of Labor Civil Rights Division.
a. Service animals are: Dogs, any breed and any size of dog, trained to
perform a task directly related to a person’s disability.
b. Service animals are not: required to be certified or go through a
professional training program. Required to wear a vest or other ID that
indicates they are a service dog. Emotional support or comfort dogs,
because providing emotional support or comfort is not a task related to a
person’s disability.
c. A service animal in training must have identification clearly stating “in
training”.
d. An individual may need to have 2 service animals if multiple tasks are
needed for disabilities of owner.
7. Discussion of businesses and other organizations to have appropriate signage.
Laura suggests that we have booths at different events educating the public
about service animals and efficient, accurate communication tools for businesses
to use.
8. The possibility of having forums, speaker at Chamber of Commerce, Rotary Club,
Kiwanis or other such organizations to educate the public and business owners.
9. Discussion of Commercial Building Codes for ADA parking requirements. City
building department is a resource and can help educate concerning the codes
for ADA parking requirements.

10. Motion made by Laura Rawson for Natalie Clark to be the Advisory Board
Secretary, Seconded by Daniel Arrington. Natalie Clark will need to meet with
Deborah Lovejoy for training on minutes and secretary duties for the board.

11. Discussion of Kelly Wadsworth to be presented to the Mayor for appointment to
the ADA Advisory Board.
12. The Board made the decision to hold a meeting on August 13, 2024, at 5:00pm
at City Hall plus a zoom or teams meeting ability, to discuss acquiring speaking
opportunities and vendor participation at various events.
13. Meeting adjourned at 6:10pm
