HomeMy WebLinkAboutResolution 2025-03 Cost Sharing Sidewalk and C and G RESOLUTION AMENDING THE COST SHARING REIMBURSEMENT FOR THE REPLACEMENT OF SIDEWALK, CURB AND GUTTER Resolution 2025 – 03 WHEREAS, this new resolution replaces resolution 2020-25; and WHEREAS, on the 2nd day of April 2025, the City Council was presented an engineering proposal to amend the cost sharing formula for the replacement of sidewalks, curbs, and gutters; and WHEREAS, the property owners are required to maintain the sidewalks, curbs, and gutters adjacent to their properties in the City of Rexburg; and NOW THEREFORE, by resolution duly adopted on the date below written, be it resolved by the Mayor and the City Council the following changes to the cost sharing formula for the replacement of sidewalks, curb, and gutters: 1. Sidewalk No participation 2. Curb & gutter $37.50 per linear foot or as approved by City Engineers 3. Portions of Driveway required to be replaced to meet ADA standard–$5.43 per square foot WHEREAS, The City Council desires to utilize a separate cost sharing formula for the replacement of sidewalks, curbs, and gutters (cost sharing is excluded on driveway and apron areas outside the sidewalk area, with the exception of portions of driveway replaced to meet ADA standard) on properties added to a Local Improvement District (LID) in conjunction with a street project. NOW THEREFORE, by resolution duly adopted on the date below written, be it resolved by the Mayor and the City Council, the following cost sharing formula for the replacement of sidewalks, curb, and gutters on LID’s: 1. Sidewalk – No participation. If Sidewalk meets current city engineering standard, except for the ADA standard, then 30% of the contractor final sidewalk cost per square foot. 2. Curb & gutter –100% of the contractor final curb & gutter cost per linear foot 3. Portions of Driveway required to be replaced to meet ADA standard – 30% of the contractor final cost per square foot WHEREAS, in an effort to provide landscape strips for snow storage and mailboxes, create better ADA mobility on property owner owned sidewalks, and reduce the road widths to create traffic calming, a City council may elect to reduce the width of a street during reconstruction on an LID at the time of creation of an LID. If such reduction occurs, the City Council may choose to pass further savings that would come from lower street reconstruction and maintenance costs onto the property owner by considering a cost sharing formula for the replacement of sidewalks, curb, and gutter on an LID not to exceed: 1. Sidewalk – 30 % of the contractor final sidewalk cost per square foot 2. Curb & gutter – 100 % of the contractor final curb & gutter cost per linear foot 3. Portions of Driveway required to be replaced to meet ADA standard – 30% of the contractor final cost per square foot WHEREAS, any increased width in the new landscaped area adjacent to the new road constructed during the LID would be the responsibility of the property owner to reconstruct, move mailboxes into, and maintain WHEREAS, such cost sharing reimbursement does not apply to the installation of new sidewalk (see resolution 95-6) or new curb and gutter whether part of an LID or not.
