MOTION: Motion to approve the Planning & Zoning minutes as recorded for March
6, 2025 (Action)

5. PLAT – (24-00868) Teton Vu Estates – Plat – Located at 1114 N Yellowstone Hwy, the
application is to subdivide the parcel into 56 lots. – Steven Hansen (Action)
Conflict of Interest/Ex parte Conversation: Vice Chairperson Haley asked the
Commissioners to disclose any conflicts of interest or conversations held outside of this
meeting relative to this particular subject.

Presentation:
Administrator Parkinson started by showing the plat on the screen, indicating it will be located at
the old Teton Vu Drive-in movie theatre. Staff reviewed the application and all requirements have
been met.
Commissioner Haley inquired about the status of the sewer line update in the area. Administrator
Parkinson believed it would start this year with a lift station in Riverside Park.
Administrator Parkinson shared that this plat contains a combination of townhomes and
apartment complexes and is planning to have a clubhouse. Commissioner Muir asked for the
number of dwelling units. The applicant, Steven Hansen, answered 50 townhomes and 5
apartment buildings, each containing 24 apartments. Commissioner Richards questioned if the
parking requirements would be based on Dormitory or Community housing requirements.
Administrator Parkinson responded Community housing requirements, at 2 spaces per unit.
Applicant Steven Hansen shared he is excited to bring this to the community. There is a need for
housing and they have been working for about a year to bring this to fruition.
Administrator Parkinson reviewed the Comprehensive Plan map and the zoning map, reaffirming
that the Medium Density Residential 1 (MDR1) zone fits within the Intermediate Residential (IR)
Comprehensive Plan designation.
Commissioner Kempton inquired about the egress streets. Administrator Parkinson explained
that Teton Vu Drive will be a public road that not only provides access to this subdivision, but will
connect to future developments to the East. He noted the additional connections to the Northeast
and to Stegelmeier Lane and indicated the remaining roads will be privately owned and maintained
by the HOA.
The group discussed the subdivision’s proximity to city limits and the non-residential traffic in the
area.
Commissioner Discussion:
Commissioner Richards complimented the design with townhomes buffering the apartments to
give it a more residential feel. Commissioner Kempton expressed no issues with the plat.
Commissioner Muir asked about sidewalk connectivity, especially to the bike path. Administrator
Parkinson explained there is no planned crosswalk at this point, but eventually there will be
sidewalk connectivity to Thomson Farms, where a stop light is planned for the future, depending on
development in this part of the city and demand.

Commissioner Smith asked for updates on the East Parkway Corridor or 5th W as ways to
alleviate traffic. Administrator Parkinson shared that grants have been applied for to assist with
the roadways, but he didn’t know the status of them.
Commissioner Haley stated that this subdivision is a great high density project near the city limits.
MOTION: Motion to recommend City Council approve the Teton Vu Estates plat, located at
1114 N Yellowstone Hwy because it meets the Comprehensive Plan, Zoning, and needed
housing growth within city of Rexburg.
Action: Approve, Moved by Aaron Richards, Seconded by Vern Muir.

Administrator Parkinson thanked the Commissioners for attending at the last minute, after the
meeting had been previously cancelled. He shared that there may be other plats coming up, but
it is hard to predict which meeting they will be ready for. He shared that staff is working on
updates to the Landscaping, Daycare, and Parking Codes, and will be holding a joint work
meeting prior to brining them forward for a decision.
Commissioner Haley advised the other Commissioners to plan on having a meeting until they
receive a cancellation notice.
