The current economic climate has already stretched household budgets to the breaking point, and forcing a select group of property owners to bear the cost of infrastructure projects—rather than fairly distributing the burden across all taxpayers—is both unjust and financially irresponsible. Under this plan, affected property owners face financial devastation, with forced payments ranging from $10,000 to $20,000 or more. For many, this is an insurmountable burden, and failure to pay will result in a lien on their property for 10 years, with interest. These costs are imposed without regard for individual ability to pay. This is not just about one neighborhood or one project. If this goes forward, many other areas in Rexburg will be next. Renters will feel the pain through rising rents as landlords pass down costs, and businesses will be forced to raise prices, harming the entire local economy, and pushing some citizens to financial strain and/or ruin. The growing frustration over LIDs is undeniable. The city should pursue a more equitable method of funding infrastructure improvements—one that does not place a heavy burden on a select few.
