I. Introduction and Summary
Purpose of Report and Study Objectives
The purpose of this Traffic Impact Study (TIS) is to identify possible traffic impacts of the proposed
development known as Eden Apartments in Rexburg, Idaho. The study objectives are to define
the study intersections, estimate trip generation and distribution for the site, analyze AM and
PM peak traffic conditions, and recommend improvements to mitigate traffic impacts.
Executive Summary
Site Location and Study Area
The proposed development is located at the northwest corner of University Boulevard and 5th
West near the southern end of the city as shown in Figure 1. The development is east of Highway
20. The study area includes the intersections of University Boulevard and 5th West and 7th South
and 5th west.
Development Description
The proposed development will be on approximately 16 acres, and will contain an apartment
complex. The site includes 484 total units, 232 one-bedroom units and 252 two-bedroom units.
There will be three total accesses, two on the north side and one on the west side of the
development. The existing access road on the north side will be widened and extend to connect
to University Boulevard south of the proposed development.
Principal Findings, Conclusions, and Recommendations
The project creates 3,219 daily trips
o 247 during the AM peak
o 300 during the PM peak
Under the scenario “Existing conditions”, all intersections operate at an acceptable LOS.
Under the scenario “Existing plus project”, all intersections operate at an acceptable LOS.
Under the scenario “2022 background traffic”, all intersections operate at an acceptable
LOS.
Under the scenario “2022 plus project” mitigations are required at 7th south and 5th West.
o Mitigation Recommendation: Dedicated left turn lane for the southern approach.

II. Proposed Development
Site Location
The proposed development is located on the northwest corner of 5th West and between
University Boulevard in Rexburg, Idaho as shown in Figure 1. Also included in Figure 2 is the
proposed site plan.

Land Use and Intensity
The surrounding area is mostly undeveloped. There is an existing apartment complex directly
north of the project, which shares the access road with the proposed development.
Proposed Development Details
The proposed development is located on approximately 22 acres. Included within the
development will be thirteen buildings with 484 units. Included will be 869 total parking spaces
with 406 covered and 463 uncovered.
Access Geometrics
As shown in Figure 2, there will be three total accesses to the site, two on the north and one on
the west. The existing access road on the north side will be widened and extend to connect to
University Boulevard south of the proposed development. There are no planned accesses
directly to 5th West.
Development Phasing and Timing
This report assumes that the project will build-out like other developments; as building schedule,
the demand, and infrastructure can accommodate demand. The build-out condition is estimated
to be done during the year 2017. In our analysis, we also added project traffic to existing (2017)
counts to estimate the impact if the proposed projects were built-out prior to 2022.
III. Analysis of Existing Conditions
Study Area
The study area analyzed the following intersections:
1. 5th West and 7th South
2. University Boulevard and 5th West
3. University Boulevard and Access Road
Physical Characteristics
Roadway Characteristics
5th West is a small local road that runs north/south in the southern area of Rexburg. It curves
west at Yellowstone Highway and becomes Trejo Street. It dead-ends to the south at 2000 south.
The posted speed limit is 25 mph within the study area.
University Boulevard is a minor arterial that runs east/west in the southern area of Rexburg.
There are two travel lanes in each direction with a middle turning lane for both directions. The
posted speed limit is 45 mph within the study area.

7th South is a local road that runs north/south. There are five lanes with two lanes in each
direction with a middle turning lane. The posted speed limit is 25 mph within the study area.
Access Road is a local road that runs east/west. It starts at 5th West and dead ends after the
accesses to Mesa Falls Apartments. There are no lane markings. The proposed development will
widen the roadway to allow access to both complexes. It will also extend to connect to University
Boulevard south of the proposed development.
Traffic Control Devices
The following shows the configurations for each study intersection:
1. 5th West and & 7th South
a. Two Way Stop Controlled (Stop Control on 5th West)
2. University Boulevard and 5th West
a. Four Way Stop Controlled
3. University Boulevard and Access Road
a. Proposed Stop Controlled (Stop Control on Access Road)
Pedestrian/Bicycle Facilities
There are currently no pedestrian/bicycle facilities in the area.
Traffic Volumes
AM and PM Peak hour turning movement counts were obtained at the intersections of 5th
West/7th South, University Boulevard/5th West and at the proposed location for the Access
Road/University Boulevard intersection in January of 2017 by Horrocks Engineers. These counts
establish a base condition and confirms the regional traffic model output regarding the direction
of travel that vehicles will take to access and leave the site. Existing intersection count volumes
are included in Figure 3 .

Level of Service
In order to quantify the traffic conditions currently exhibited in the study area, the roadway
geometries and collected traffic data were analyzed using the VISTRO software package. The
2010 Highway Capacity Manual (HCM) method of calculating intersection delay and level of
service (LOS) grade was assigned to each intersection for both the existing AM and PM peak
hours.
LOS is a term used by the HCM to describe the traffic operations of an intersection, based on
congestion and delay. LOS ranges from A (almost no congestion or delay) to F (traffic demand
exceeds capacity and intersection experiences long queues and delay). LOS D is generally
acceptable for urbanized intersections. LOS E is the threshold when the intersection exceeds
acceptable standards and mitigations are required. The delay criteria used to assign a letter
grade to an intersection for signalized and unsignalized intersections is shown below in Table 1.

The LOS value is used to help size intersections, add turn lanes, change-timing patterns, modify
intersection layouts, estimate the delay per vehicle at an intersection, and other traffic
effectiveness measurements.
For all way stop-controlled intersections, LOS is expressed in terms of the average vehicle delay
of all of the movements, much like that of a signalized intersection. For two-way, stop-controlled
intersection, LOS is defined in terms of the average vehicle delay of an individual movement. This
is because the performance of a two-way, stop-controlled intersection is more closely reflected
in terms of its individual movements, rather than its performance overall.
Existing analysis shows all intersections performing at LOS C or better. The delay and LOS values
for each intersection are shown in Table 2.

IV. Analysis of Future Without-Project Conditions
Planned Improvements
There are no current roadway improvements planned between now and the estimated 2022
build-out
Traffic Volumes
Volume Forecast Methods
Historical counts were obtained from ITD. A conservative 2% annual growth rate in the study
area can be used to predict future growth. Results are shown in Table 3.

Existing background traffic was increased by 2% annually to represent a 2022 background
condition and the intersection volumes are included in Figure 4. This represents future traffic
volumes in the area if the proposed development was not build.
Level of Service
After increasing traffic volumes to accommodate future growth, all intersection remained at an
acceptable LOS. Although all intersections perform at an adequate LOS, the intersection at 5th
west and 7th South performs just barely within LOS D. All intersections are included in Table 4.

V. Analysis of Future With-Project Conditions
Site Traffic Forecasts
Trip Generation
Project traffic is generated at the proposed development using trip generation standards from
the Institute of Transportation Engineers’ (ITE) publication Trip Generation Manual, 9th Edition.
The proposed development includes 484 Apartment units, consisting of one and two bedroom
units.
According to the trip generation shown in Table 5. It is anticipated that the new development
will generate a total of 3,219 trips, with 247 occurring during the AM Peak Hour, and 300
occurring during the PM Peak Hour.

Mode Split
There are currently no transit options in this area, and there are no pedestrian or bicycle facilities,
so it is assumed all of the trips will be vehicle trips.
Internal Capture
There is no internal capture required for this project.
Trip Distribution
It is anticipated that vehicle traffic will use University Boulevard as the means to travel east/west
from the proposed development. This is due to the close proximity to HWY 191 and US-20 on
the west and BYU Idaho to the east. Trip distribution percentages are shown in Figure 5.
Trip Assignment
Using the assumed distribution of traffic, the trips generated by the development were assigned
to the existing roadway network using the travel demand model. The land-uses were included
in the model, which then estimates where project traffic will arrive from and travel to the
proposed development.

Existing Plus Project Condition
The project traffic was added to the existing traffic volumes at each intersection and is included
in Figure 6.
Level of Service Analysis
After adding project traffic to existing traffic volumes, all intersections perform at an acceptable
LOS and is shown in Table 6. With the addition of project traffic, the PM peak hour conditions at
5th & University Blvd performs at LOS D, which is near the threshold for acceptable LOS.
Mitigations
No Mitigations are recommended at this time.

Traffic Safety Implications
The new development adds traffic to the study area, but it is not expected to have a substantial
impact on the safety of the surrounding network. The LOS for the intersection and accesses in
question are acceptable LOS.
Sight Distance
Most of the traffic will use existing roadways and intersections. Where new intersections or
accesses are created adequate sight distance needs to be maintained per the AASHTO “A Policy
on Geometric Design of Highways and Streets”, also known as the “Greenbook”.
Pedestrian/Bicycle Considerations
Sidewalks of standard width and specifications will be contained within the subdivision. There
are no current bike lanes adjacent to the projects. Therefore, no new bike lanes are proposed.

2022 Background Plus Project Condition
Project traffic was added to the 2022 Background traffic to create a 2022 Background Plus Project
Condition. The 2022 Background Plus Project volumes for each intersection are included in
Figure 7.
For this condition, the intersection of 5th West & 7th South performs at LOS E, which is not
acceptable. This is due to the left turning traffic on 5th West not having adequate gaps to turn
causing significant delay for the entire approach. All other intersections perform at an acceptable
LOS and are included in Table 7.
Mitigations
To mitigate the delay at 7th South and 5th West, a dedicated left turn lane is recommended for
the southern approach on 5th West. With this mitigation included, analysis shows all
intersections perform at an acceptable LOS. The LOS at 7th South and 5th West improves from
LOS E to LOS D.
