CONSTRUCTABILITY REVIEWS Headwaters actively engages with the Design Team during plan refinement through 3D plan review, pictured to the left, offering insights into materials and methods to achieve the desired design concept. We suggest alternative materials and procedures and lead the constructability review process with a detailed, evolving checklist based on lessons learned from previous projects. This approach identifies potential cost and schedule impacts early. Our process also incorporates subcontractor availability and capacity, a crucial factor in Eastern Idaho, where technical trades are limited. C M / G C A P P R O A C H WEEKLY OWNER, ARCHITECT, CONTRACTOR (OAC) MEETINGS Our project team will conduct regularly scheduled status meetings following a predetermined agenda that will keep all stakeholders properly informed. This forum will be the mainstay to effectively manage and resolve issues or challenges. Three-week look ahead schedules will be completed prior to these meetings and then shared, discussed, and approved by the entire Project Team. Headwaters’ project engineer will be responsible for keeping minutes at these meetings and will promptly prepare and distribute the minutes following the meeting. This structured approach ensures clear communication, accountability, and alignment among all project stakeholders. SUBCONTRACTOR BID MANAGEMENT Using SmartBid, an online construction bid software, we prequalify subcontractors, distribute bid invitations, and centralize project documentation, while continuously expanding our network to include qualified local subcontractors. We ensure project documents are complete, scopes are well-defined, and bid responses are evaluated to compare “apples to apples.” Our estimating team thoroughly reviews bids for responsiveness and qualifications, meeting with subcontractors as needed to clarify scopes and ensure compliance. CONSTRUCTION PHASE VALUE ENGINEERING If left unchecked, scope can naturally evolve and creep, leading to budget overruns that need to be addressed prior to further document development. Headwaters takes a proactive approach to Value Engineering. We keep a running VE Log or what we call our “Path to Budget” throughout the design phase, pictured to the right. If, during certain milestones of the construction process, opportunities arise to buy back quality and program, the team can easily prioritize their needs and wants because those items have be tracked since the beginning. Often times we will even bid certain items on the VE Log as alternates during the bidding phase. Headwaters held one of these events for the Madison School Bond Projects and over 65 people attended the event. SAMPLE July 11, 2024 SAFETY Headwaters is committed to the health and safety of all employees, subcontractors, and the general public. We strongly believe that Safety starts with the realization that the health and safety of individuals is more important than any other aspect in construction. The total prevention of injuries or accidents is our company’s major responsibility. Our safety plan emphasizes proactive risk management and a culture of safety across all project phases. By conducting comprehensive safety training, regular site inspections, and enforcing compliance with OSHA standards, we ensure a safe work environment for all team members, subcontractors, and stakeholders. 5 CM/GC: NEW CITY OF REXBURG POLICE DEPARTMENT WARRANTY PROGRAM We are committed to you before construction, during construction, and long after construction is complete. During Post Construction, the warranty begins and our process is simple, efficient, and should provide the City with complete peace of mind. We ensure: Subcontract Agreements: Subcontract Agreements are explicit in describing warranty responsibilities for the subcontractors. This eliminates issues when they are called to action. Local and Always Available: Headwaters will comply fully with our responsibilities outlined in the contract. Additionally, we are local and available 24 hours a day, 7 days a week and we will answer your call. PROJECT CLOSEOUT Closeout starts at the beginning of the project with proper submittal review. Submittal review and approval contractually identifies the systems, products and equipment that will be installed in the project. Our project engineers use this information to compile all product data and warranty information that will be included in the final Operations and Maintenance (O&M) Manual. Also included is a Matterport 3D scan, pictured to the left. One critical component of closeout that must be completed at the end of the project is the punch list process. Headwaters utilizes an electronic punch list process through Procore. This process streamlines and better communicates the punch list items, ensuring they can be addressed thoroughly and promptly. Headwaters utilizes a project management software, Procore, which aligns with our core values and provides a comprehensive platform to connect all project stakeholders. Procore allows for better communication and collaboration among all team members with real-time updates and shared access to project documents, ensuring everyone stays informed. The software integrates all aspects of project management including safety, scheduling, cost control, quality assurance and document control. All drawings, RFI’s ,submittals punchlists, daily reports, inspections and as-builts are managed in a shared space. Procore also has many integrations with other industry software and acts as the main information hub throughout the project. QUALITY CONTROL Quality control is essential to delivering high-quality materials, workmanship, and adherence to project standards. Our process includes pre-construction meetings, mock-ups, and inspections to ensure quality at every stage. Pre-construction meetings align subcontractors with quality expectations before work begins. Mock-ups and sample boards help the project team visualize the final product, resolve material conflicts, and establish quality practices. Inspections are conducted in three phases to maintain standards: preparatory inspections verify readiness and address discrepancies, initial inspections assess early workmanship and materials, and follow-up inspections monitor ongoing compliance. Final inspections ensure any deficiencies are corrected. 2. C M / G C A P P R O A C H As part of the Closeout Process, we provide Matterport 3D Scans. This advanced camera technology, powered by Matterport, is utilized during the rough-in phase to capture the precise location of structural elements, plumbing lines, HVAC components, electrical wiring, or anything else that will get covered by drywall. If as the CM/GC we just sit back and wait for the Construction Documents to be issued before we provide meaningful information, the budget goals will not be met. Our pre-construction team provides a constant, high level of detail at every stage of the project. This concept will be particularly important on this project as we work through programing to validate current estimates and establish budgets for the project. Maintain a Living Estimate: The estimate must be a living document. Throughout the entire design phase, constant communication between the CM/GC and Design Team is critical to successful budget control. While our Preconstruction team will provide milestone estimates as required in the contract, we view these estimates as validation to the constant communication and feedback that takes place on a daily basis. Value Engineering: Through collaborative communication with the design team and stakeholders, we identify cost-saving opportunities while maintaining or enhancing project functionality and quality. This includes evaluating alternative materials, construction methods, and system designs, prioritizing decisions that optimize both short-term costs and long-term operational efficiency. Bid Package Development: We prepare well-defined bid packages that segment the project scope into manageable components. Change Management: All potential changes are documented, reviewed, and analyzed for their financial and schedule impact. Our rigorous process includes detailed cost breakdowns, alternative options, and recommendations, followed by stakeholder review and approval. Our approach focused on building a detailed, aggressive schedule. Regular updates and milestone tracking ensured the project stayed on target, and any challenges were addressed swiftly. The Construction Schedule and Weekly Updates: Moving from preconstruction into the construction phase, the schedule will be updated to ensure the entire team—including The City, design team, and all subcontractors—remains confident in achieving project milestones.
